About Our Client

Significant influence across a portfolio of spend categories with a value of approximately £250m+, through leading the development of Category Commercial Plans which impact service delivery planning (both external and inhouse) and transformation initiatives

Directly responsible for the achievement of savings and benefits targets relating to the portfolio of external spend

Required to prioritise and oversee a significant number of Procurement and Commercial initiatives and projects and ensure these are delivered on time and on budget and meet defined targets and outcomes

Significant influence on contractual arrangements and supplier relationships through leading a transformed approach to managing strategic contracts and supplier relationships, being directly involved in commercial negotiations and making recommendation for contract award

Job Description

  • Own and be responsible for the category and commercial activity for a portfolio of spend categories
  • Partner with senior managers in Departments to develop and implement Commercial Category/Commissioning, Supplier Relationship Management Plans and Innovation Programmes across the category portfolio to achieve Corporate and Department objectives and drive commercial outcomes
  • Challenge demand in Departments and Partner organisations and provide deep commercial insight and expertise to identify savings initiatives and drive value for money outcomes
  • Accept joint responsibility for the delivery of savings and benefits targets and ensure accurate tracking and delivery of assigned performance targets measured against a balanced scorecard of metrics
  • Lead high-value and / or complex category, commercial and innovation projects across the Procurement lifecycle and directly manage cross-functional resources on a project-by-project basis
  • Communicate and drive category initiatives and supplier and contract arrangements to ensure successful implementation and uptake
  • Drive and embed a robust approach to Contract Management and Supplier Relationship Management and work with Department stakeholders and Partner organisations to improve supplier performance and develop collaborative and robust commercial relationships with strategic suppliers
  • Plan, drive and implement market shaping, negotiation strategies and innovation initiatives to develop new ideas, increase competition and deliver better value
  • Lead, coach and mentor Category Managers in all aspects of category management and commercial delivery, ensuring roles and responsibilities, targets, interfaces and expectations are clearly communicated


Corporate and Statutory Initiatives

  • Understand, apply and provide strategic leadership on corporate and department policies, procedures and practice to ensure that corporate social responsibility (equalities, sustainability, transparency, ethical, health and safety and social value) is at the core of all procurement and commercial activity
  • Ensure all staff are familiar with, and comply with, EU Procurement Regulations, Contract Standing Orders and statutory requirements and advise staff on their interpretation.

The Successful Applicant

  • Degree level educated and / or relevant professional qualification and / or Significant experience in a similar role
  • In depth strategic and operational procurement experience with extensive knowledge of category management, contract management, negotiation, conflict resolution, stakeholder management, supplier relationship management and advanced strategic sourcing methodologies
  • Strong knowledge and understanding of EU Procurement Regulations and the Public Sector procurement landscape
  • Demonstrated success leading cross functional project teams to generate material value across multiple complex categories
  • Ability to deal with ambiguity and complexity
  • Strategic thinker with solid facilitation ability supported by excellent interpersonal competencies (communication, leadership, influencing).
