Job Description

  • Source the appropriate supply chain through the PICS supplier pre-qualification evaluation route and authenticate the exempt supplier list ensuring that supply chain sourcing is structured to meet Facilities Management ("FM") requirements
  • Develop a detailed understanding of current issues within the categories taking into account changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, impact of new technology and financial stability of suppliers
  • Understand relevant technical requirements and work with the Head of Engineering Services and appointed consultants to develop applicable service standards and specifications
  • Understand Client business requirements and support the Head of Procurement in developing and implementing an appropriate 3 - 5 year procurement plan through the development of regional and national procurement strategies for Hard FM Services
  • Source, lead and manage strategic procurement projects for Hard FM Services, ensuring best practice is followed and value for money is achieved including:
  • Managing the tender process (site visits, tender clarifications, negotiations, presentations, references etc)
  • Handover to IFM operations
    • Negotiate and implement terms and conditions of contract so as to assure maximum benefit, contractual protection and risk minimisation for clients
    • Generate Hard FM Service contracts with preferred and / or approved suppliers using agreed templates

Maintain an up to date knowledge of the Tier 1 (preferred framework suppliers) and Tier 2 suppliers (their direct sub-contractors) within the category

  • Own and lead the company Panel for the strategic (Hard FM Services) framework supplier relationships to meet Company Supplier Engagement objectives and acting as a point of escalation where required
  • Conduct reviews with strategic framework suppliers for Hard FM Services
  • Monitor and analyse supplier performance in order to identify trends likely to indicate poor performance or supplier excellence including the quarterly management of Key Performance Indicators ("KPIs") and the associated Performance Measurement System ("PMS")
  • Undertake regular audits of strategic framework suppliers to ensure integrity of supply chain governance and control risks within the category
  • Collaborate with strategic suppliers to identify cost saving and service improvement opportunities throughout the managed portfolio within the category
  • Maintain records of Hard FM Services procurement including the generation of management information reports (including operational savings, client reports, benchmarking etc) as appropriate and when requested

Contract Documentation

  • Ongoing liaison with Category Manager (Specialist Services) to ensure compnay and Client legal documentation is best in class
  • Manage an accurate contract documents database through the Source to Contract ("S2C") software and ensure contract documents are fully executed across the P&AM IFM portfolio for the Category
  • Manage contract variations through the S2C software for all Hard FM Services
  • Respond to contract documentation queries arising from the IFM team and P&AM network

The Successful Applicant

  • Ensure governance compliance with procurement and supply chain policies, processes and procedures
  • Meet assigned financial targets set by the business and contribute to procurement income generation by maintaining accurate information to support Hard FM Service related procurement charges, training costs and tenant sales administrative charges
  • Ongoing stakeholder engagement
  • Provide support to P&AM through the provision of information and input to the bidding process for new company business.
  • Identify opportunities to create additional value and differentiate the company from its competitors utilising the appointed supply chain
  • Be aware of synergies with other company procurement functions to ensure preferred suppliers are leveraged where possible and strategies aligned
  • Analyse opportunities to improve spend visibility and identify future procurement projects
  • Provide general cover for Category Manager (Soft FM Services) and Head of Procurement when determined by annual leave or other absence
