Job Description

Main accountabilities

To work with directorates to support new income generation initiatives, including bid support, financial appraisal (including risk, sensitivity and break even analysis), and ensuring robust billing process are in place.

Develop a pricing policy to ensure consistency of approach.

Develop specific reporting processes to track and forecast new commercial opportunities for inclusion in either budget monitoring or separate reporting .

Review our use of SAP and other feeder systems to record all Fees & Charges transactions, and to recommend improvements to improve the transparency and granularity of income reporting.

Support the directorates to undertake a full mapping of all current fees and charges including volumetrics, data capture and billing.

Maintain a full register of all income streams (in addition to Fees & Charges) and support directorate bids for new revenue streams

Support the Senior Finance Manager in the provision of financial management information and advice as required to the Directorate - including revenue and capital budget monitoring, budget options and service developments.

To support and participate in specific projects within the service as required by the Senior Finance Manager, supporting the financial implications of projects and assisting in the appraisal of options for delivery.

Support the SFM Financial Planning & Analysis to develop full profit and loss reporting from Q1 2015/16.

Keep abreast of developments in finance in general and best practice in particular and make recommendations to senior officers and the Senior Finance Manager so as to bring the forefront of best practice.

Support a commercial approach to decision making within guidelines and governance arrangements.

To work flexibly across the organisation liaising with partners to deliver service outcomes, indicators and targets.

Undertaking any other appropriate duties of a similar level and responsibility as required.

Deputise for the Senior Finance Manager as required.

The Successful Applicant

Experience in the application of best practice that provides effective, high quality services which are responsive to organisational and customer need.

Evidence of effective performance management outcomes.

Be able to demonstrate a track record of delivering excellent financial management services.

Experience in delivering customer focused, outcome orientated initiatives.

Experience of working with a range of external organisations to achieve objectives.

Experience in preparing management and technical reports relating to robust financial management.

Be able to prioritise and allocate resources in order to meet objectives

Ability to communicate clearly at all levels of the organisation, including good written and verbal skills.

Support, mentor and motivate staff to deliver desired outcomes.

ICT (Word, Excel, Outlook, PowerPoint, internet) to advance level.

Ability to work on own initiative and under pressure to tight deadlines.

Have the ability to develop original ideas and thinking that delivers benefits to the organisation.
