The role as Contract Officer will involve:
You will work closely with the Contracts Manager to prepare and maintain a 30 year cost model for stock investment (including rolling 5 year programmes of investment), regularly providing forecasts on costs. You will also support them with carrying out a yearly appraisal of the Group's property assets, including site specific options appraisals for those assets that are under-performing and/or are no longer of strategic importance to the Group.
Work with the Contracts Manager to develop and implement new 'self audit' techniques to drive the better contract management of services across all responsibilities.
Provide clear and robust reporting of all appropriate activities and to provide exception reporting that indicates the options to bring performance back on track.
Actively drive innovation in service delivery to achieve improved performance, reduced costs and increased satisfaction.
Ensure the effective commissioning and delivery of the Group's responsive and cyclical maintenance contracts, ensuring legal and regulatory compliance, value for money and a strong customer focus.
Ensure the effective management of all contractors to drive up performance and to ensure that colleagues and customers are getting the best service possible.
Ensure the effective management of contracts and budgets, providing accurate and up to date information on cash-flow and forecasts.
Lead and report back on regular contractor performance meetings, ensuring any follow-up work is actioned both timely and to satisfaction.
The Successful Applicant
As the Contracts Officer of the programmes you will possess the following skill set:
Extensive experience of specifying, tendering and successfully managing responsive and cyclical maintenance contracts in social housing or surveying environment.
Ideally you will have experience of working in a DLO within a social housing setting.
Experience in the use of schedule of rates and responsive & cyclical maintenance scheduling software.
Budget development and management of costs to target with a proven track record of cost control delivered through effective supplier management.
Undertaking property condition surveys, analysing survey data and preparing reports on findings.
