About Our Client

This role will sit in the Strategic Procurement Shared Service team within Westminster City Council.

Westminster City Council has Tri-Borough working arrangements with Hammersmith and Fulham Council and the Royal Borough of Kensington and Chelsea for the provision of some services. Under S113 of the Local Government Act 1972 you may be required to act on behalf of one or both of these other boroughs.

Job Description

The principal routes for Procurement Corporate Contracts Manager - allocation of tasks and duties will come from;

  • Chief Procurement Officer, Head of Category Management, Commissioners, Senior Executive Officers and through strong stakeholder engagement including Members.
  • The tasks and work shall be delivered by both formal and informal channels, but shall be ratified and verified as valid by the post holder.
  • The primary methods of task/work delivery will be;
  • Manager briefs, Team meetings, Departmental action plans
  • Risk logs
  • Cross category and/or sector team plans
  • The post holder will be expected to receive as well as generate the contract management/commercial management/service management tasks/work activity to meet the overall objectives of the stakeholders/sponsors/owners and the department.
  • The post holder will act with political integrity and the highest level of probity at all times, either in regard to council business or in any professional capacity outside the council.

The Procurement Corporate Contracts Manager will be principally accountable for;

  • Providing Contract Management
  • Providing Financial Management
  • Providing Service Management and manage significant change to services.
  • Providing Project & Change Management
  • Providing Governance Management & Reporting
  • Managing total cost of ownership of key contracts and advise on highly complex matters relating to the Intelligent Client Function which includes the negotiation of continuous improvements in the delivery of services under contracts.
  • Monitoring contract compliance and performance

The Successful Applicant

The Procurement Corporate Contracts Manager will have the following experience;

  • Detailed knowledge of strategic supplier & contracts management.
  • Strong working knowledge of procurement processes including but not limited to the Public Sector.
  • High level project management skills.
  • High level of contracts management (preferred 5 - 8 years) expertise
  • Experience of implementing complex supply chain solutions/using these to drive out value from an end user perspective
  • Previous experience of conducting basic business process re-engineering
  • Proven track record of working in a environment where customer needs are variable & the ability to assess opportunities at speed is crucial

Skills/ Knowledge:

  • Strong communication skills.
  • Knowledge of EU Procurement Law including but not limited to OJEU
  • Sound understanding of Contract Law
  • Good understanding of equality and inclusion principles and regulations relating to public sector procurement.
