About Our Client
Our client is a new organisation based from Manchester that will play a crucial role in the enhancement, development and delivery of the current and future infrastructure and economic development of the 'Northern Powerhouse'.
Working in partnership with existing bodies and influencing at a UK Government level this organisation is expected to be the blue-print for others across the country.
As Finance Director based out of Manchester your responsibilities will include:
Establish and manage the framework within which the Finance function operates ensuring all financial activity demonstrates value for money.
Provide strong effective leadership and strategic direction to staff to ensure their performance and contribution are utilised to maximum effect.
Play a full part in corporate decision making as a member of the Chief Executive's Officer's Senior Management Team.
Lead the development and delivery of Partnership Agreements with relevant government bodies.
Work closely with other relevant external agencies and stakeholders in developing joint strategies to support and manage the financial impact and implications associated with major public infrastructure projects.
Lead the organisations short and long-term financial management, treasury management and budget strategy.
Act as designated Section 151 Chief Financial Officer.
Oversee the annual business planning process, including the preparation of budget and the monitoring and evaluation of all budgetary information, and achievement of financial targets.
Lead the development of business plans and manage relationships with key funding agencies and government departments in order to maximise income-generating opportunities, including overseeing the evaluation and analysis of all bids to Government and other bodies.
Pro-actively work with other senior managers and other budget holders to ensure the effective management of all budgets and resources and achievement of financial efficiency.
Ensure that the organisation is taking full advantage of information systems available to provide efficient and cost effective corporate and financial management.
Overall responsibility for managing and monitoring of all procedures and processes to ensure effective management of capital projects.
Oversee the implementation and management of a robust audit and risk programme.
Ensure there are effective internal audit and risk management functions to assist management in providing effective arrangements for financial, legislative, regulatory and performance scrutiny.
Lead advice on corporate risk profiling and management, including safeguarding assets, risk avoidance and insurance.
Oversee the production of reports for the Partnership and Executive Boards (Audit Committee) and act as an interface with the external auditor including funding agencies.
Oversee the management and implementation of innovative and cost effective procurement practices and functions that continue to ensure cost efficiencies and best value for the organisation.
Oversee the development of commercial and contractual capabilities to support cost effective and efficient procurement.
Provide commercial input and financial appraisal in respect to all revenue and expenditure.
Manage and build relationships with partners, Combined and Local Authorities to support collaboration and joint procurement activity where appropriate.
The Successful Applicant
For a Finance Director role of this nature it is essential that you are an ACA/ACCA/CIMA/CIPFA qualified accountant with the experience or knowledge of the requirements of a Section 151 Officer.
The role is based out of Manchester with some travel around the North and to London as required (not extensive) so you must also be able to commute comfortable to Manchester.
You will be an experienced finance leader having likely held senior positions in the public sector, and perhaps also in private sector organisations too where you have enhanced your commercial skill set and thought processes.
You will be able to demonstrate a track record of delivering effective solutions and partnerships in strategic projects and ideally large scale infrastructure changes as well as showing a developed understanding of current issues affecting public sector infrastructure policy.
You will be a talented influencer and be able to gain support across your own and other organisations through clear and logical proposals.
