Job Description

Reporting to the Head of Financial Management, the Finance Manager will undertake operational financial management activities for the CCG.

The role is an exciting challenge, managing the following key functions:

  • Monthly financial reporting, including forecasting of expenditure and activity
  • Budgeting
  • QIPP identification and reporting
  • Expected to be "hands on" i.e. take responsibility and operate effectively within a flat management structure;
  • Be a key member of the finance team in supporting stakeholders in delivery of the portfolio; and
  • Will be a key point of contact and a source of expert knowledge across the business.

Main Duties and Responsibilities

Budget Setting

  • To lead on the production of detailed operational annual budgets for the CCG based on the long term financial plan, outcomes of national allocations, and provider contract negotiations.
  • To prepare draft budgets for the CCG's management function which are within the national management allowance.
  • To provide prompt and professional advice to budget managers on highly complex, sensitive and/or contentious information
  • To lead on the production of practice level budgets for the CCG ensuring the delegated budgets are meaningful and controllable.

Financial Planning

  • To support the Head of Financial Planning and Strategy maintain a long term financial model for the CCG.

Financial Reporting

  • To support the Head of Financial Management produce external financial reporting including statutory financial reports and regular financial performance reports, eg Non-ISFE, Financial Position returns in preparation for sign off by the Deputy CFO.
  • To report on CCG's actual spend against their management allowances.
  • To lead on the production of Locality and Practice based financial reporting to ensure effective internal financial management in the CCG.
  • Implements policies and proposes changes to working practices or procedures for own work area. The post holder will be expected to be proactive about developing and implementing ideas to shorten the reporting period and make the department more efficient

Salary Schedules

  • To ensure that establishment control information is regularly maintained and is consistent with monthly budget reports.
  • Be responsible for all of the monitoring and reporting of the salary schedules with a view to putting in place the necessary controls and checks that ensures all employees are paid accurately and on time.
  • Ensure that the payroll providers reconcile the payroll and finance systems and investigate and report any differences.
  • Work with the Head of HR to ensure that the establishment plan and the starters/leavers processes are taut and stand up to scrutiny from internal/external audit.

Financial Management

  • Act as the main link between individual CCG budget managers and CSU
  • Investigate and act on identified areas of adverse financial performance with the CCG's budget/contract/programme/QIPP leads.
  • To assist in the review and development of local financial systems and procedures, ensuring that they are regularly updated, documented and adhered to.

QIPP Monitoring and Reporting

  • To support the Head of Financial Management in the monitoring and reporting of the monthly QIPP Tracker, working closely with the identified scheme leads.
  • To support the Business Development Team to promote good practice in investment/disinvestment appraisals and throughout the CCG.

Governance

  • Alongside the Head of Financial Management, promote the highest standards of financial governance, management and probity within the CCG.
  • Support the effective running of the CCG Boards, Committees, and the internal workings within the parameters of the role.
  • Focus on risk assessment, management and mitigation activities as required within scope of role

Final Accounts

  • To support the DCFO and Head of Financial Management in the finalization of year end accounts and statutory reporting.

Other

  • Perform any other duties as required by the Head of Financial Management.
  • Work flexibly with other members of the team

The Successful Applicant

Critical

  • Qualified Accountant or equivalent level of experience

Essential

  • Educated to degree level or equivalent.
  • Successful track record within financial management
