Job Description

Managing the Accountancy team within Financial Services, responsible for collating and monitoring the Council's Revenue and Capital budgets, delivery of the Statement of accounts, Treasury Management activities, the provision of financial advice to officers, VAT, Collection Fund and other services contributing to the purpose stated above.

Responsibility for staff management to include managing workloads across the whole accountancy team, the appraisal process and ensuring the team's participation in corporate initiatives and organisational development. Demonstrating mentoring, coaching and leadership skills as appropriate.

Evaluating the effectiveness of processes and work flows within the team and across the wider organisation to achieve sustainable improvement.

The provision of financial advice, information and support to services in formulating their revenue and capital spending plans, business cases for specific projects and exploring the financial implications of alternative methods of service delivery. Advising and reporting to Members on relevant financial issues, attending Cabinet, Committees and Member working groups as required.

Co-ordinating the budget process, seeking areas for improvement and refining the process. To input into the Medium Term Financial Forecast and Financial Strategy, supporting the Head of Financial Services in formulating budget scenarios and considering the impacts of the economy, government policy and legislation on the Council's finances.

Co-ordinating the budget monitoring process and associated reports, including the provisional outturn report, striving for improvement, ensuring financial reporting is relevant, timely and accurate and meets the needs of the organisation.

Operate and maintain the Council's financial management system, ensuring relevant training is provided. Review, update and develop the financial system and associated reporting tools, to maximise their use by, and benefit to, the organisation

The Successful Applicant

Experience of managing a team and supporting the development of long-term financial plans setting budgets and establishing KPI frameworks aligned to the achievement of strategic goals

Experience of working within the NFP world would be preferable, it wouldn't be essential

Experience of working with and supporting across an organisation

Experience of developing complex models and which are user friendly to non-finance managers

Excellent IT skills with experience of working with a variety of financial and reporting systems

Experience in developing analytics and reporting.

Experience of preparing reports to board level
