About Our Client

The Council has devolved powers or resourcing from central government to drive £310m infrastructure investment in the centre of the town using a Tax Incremental Funding (TIF) Growth Zone model; you will lead delivery and governance of the Growth Zone Programme.

Job Description

Key Deliverables for Growth Zone Programme Director :

  • Defining and delivering the Growth Zone Programme to unlock growth and level investment in the borough and wider sub-region;
  • Successful delivery of a range of infrastructure investment projects from concept to completion to be led by the Council and other partners including Transport for London, Network Rail and UK Power Networks;
  • Creation and maintenance of clear governance and accountability for Growth Zone funding and delivery;
  • Ensuring infrastructure solutions are of high design quality, meet all relevant technical requirements, best fit together in combination, are designed within available budget, are designed to minimise ongoing maintenance and revenue costs and are phased to minimise impact on residents and businesses and in consideration of wider development proposals;
  • Maximising infrastructure investment building on the TIF model, using other mechanisms and resources including, Community Infrastructure Levy (CIL), LEP funding, S106 and other financial instruments;
  • Successful management of specific infrastructure investment projects delivered by the Council ensuring they are delivered on time and to budget;
  • Management of multi-disciplinary and multi-agency teams to bring forward infrastructure investment proposals.

The Successful Applicant

Specific Minimum Qualifications and Expertise

  • Proven ability to lead large scale infrastructure investment projects / programmes working with public sector agencies, developers and contractors with track record of delivering complex high quality outcomes and schemes on time and to budgets
  • Significant experience of working at a senior level in a large organisation with Board or Elected members;
  • Able to evaluate competing budgetary and service priorities and ensure that delivery is co-ordinated in a way that achieved maximum effectiveness and value for money;
  • Evidence of leading, developing and sustaining successful partnerships with a range of stakeholders and service users to meet varying objectives and diverse need;
  • Developed expertise in delivery of a cross-disciplinary service operation within a partnership setting;
  • Proven ability to lead a strategic team through leadership capability;
  • Excellence in team management and service delivery in relation to the provision of customer orientated services, including the ability to manage inter -departmental and inter-agency relationships;
  • Experience of leading successful commissioning, partnering and procurements relating to infrastructure delivery and for undertaking robust contract management;
  • Significant track record in executing team and individual performance effectively;
  • Embedded communication ability both upwards and downwards within an organisation and externally to improve service delivery.

What's on Offer

The Growth Zone Programme Director will be offered £600 per day on a consultancy basis.
