Building and Construction Focused role for a large well respected Housing Association based in Cheshire, North West

Job Description

As the Head of Category - New Build you will be:-

  • Accountable for the total procurement spend of circa £57m for the new build area and the development and implementation of category strategies to ensure that all goods, works and services are procured to the appropriate quality, required service level and best value.
  • Responsible for carrying out a spend analysis review in order to identify and develop savings opportunity assessment. Where possible external benchmarking shall also be used to support this assessment.
  • Develop and maintain a (3-5 year) procurement pipeline for the accountable category area and liaise with key stakeholders within the business divisions and ensure this is continually reviewed to ensure it remains consistent with the strategic aims and objectives of the business and of any significant development in the respective supply markets.
  • Plan and monitor workloads against the respective category work plans and ensure all procurement activity is effectively resourced and carried out in accordance with the Category Management Framework.
  • Lead cross functional teams to develop the high value/risk category strategies within area of procurement responsibility.
  • Lead the end to end tender process for high value/risk contracts and ensure there is a well documented and auditable trail.
  • Ensure make -v- buy opportunities are considered as part of the development of applicable category strategies in order to reduce costs, drive operational efficiency's and/or improve customer service and, where appropriate, lead on the production of the corresponding business case.
  • Develop and maintain effective relationships with key internal stakeholders (including Executive and Group Directors) to increase awareness of procurement and to gain support for procurement initiatives.
  • To partner respective Division in order to understand and influence at a senior stakeholder level
  • Keep abreast of developments in key supply markets and establish senior management relationships with key suppliers.
  • Conduct one to one meetings with accountable staff to ensure the team objectives, performance and savings targets are successfully delivered.
  • Develop a continuous improvement culture and monitor/coach team members by effectively managing development and performance.
  • Identify and collate key management information and produce regular reports to reflect the performance of the category team and highlight any key risks.
  • Support business planning by inputting supply market intelligence into the budget setting process and agree any saving targets to be included in the plan.
