Job Description


  • Works with Procurement Specialists and Account Managers and procurement teams to understand the operational context and possible IT solutions that support process improvement. Generating innovative solutions for change within the health and social care community

  • Maintains a portfolio of all projects within the organisations domain

  • To ensure that there is a clear strategy in place for the development and implementation of the organisations wide procurement systems, with particular emphasis on the integrated supply chain

  • To lead in IT initiatives to review current processes and assess opportunities for improvements in how data is managed and maintained

  • Develops and implements the IT business case to support development activity

  • To define and deliver the IT Systems required for the organisation to ensure the appropriate organisational structure is in place to achieve this

  • Provide management overview of the day-to-day maintenance of the organisation Contracts and Product data base systems

  • To deliver accurate and timely data by working closely with the organisations colleagues (Category Managers and Local teams) to assess and drive opportunities for improved information sharing and the development of efficient processes

  • Creates and agrees a project definition document and supporting plan for IT deliverables to achieve stated business case outputs

  • Ensure that risks to delivery are identified, managed and reviewed on a regular basis

  • Manages delivery of the overall programme for system development

  • Manages and aligns production of key stakeholders information needs at Executive Director level

  • Ensures that all stakeholders are aligned to the plan and deliverables and that they understand what will be delivered and when

  • Ensures all issues that may impact cost, quality or timescale are managed, communicated and where appropriate, escalated appropriately, in a timely manner


  • Completion of Phase 2 of Customer Relationship Management software implementation to include driving the adoption and cultural change for new processes and workflows.

  • Establishment of regular and enhanced Spend Data Management from the organisations customer base which improves reporting and better informs procurement planning and decision making.

  • Completion of retendering of the organisations eCatalogue System and associated implementation/change if required.

  • Implement Master Data Management model and systems

  • Complete development of Data Maturity model with organisations customers and complete pilot

  • Support Web Portal development and tactical solutions as already inflight

  • Implement automation of Spend Analysis and test with customers

  • Scope and drive business case for Electronic Data Records Management

  • Conduct market test and manage procurement activity for in-house BI tools

In addition to core e-Commerce projects support the wider business with:

  • Supplier annual satisfaction survey to key supplier stakeholders along lines of existing customer relationship survey.

  • Bidding and organisational transformation as part of the Department of Health's Future Operating Model and the successful bidding of Category Towers.

  • Change management and business transformation as part of integration and infrastructure refresh programme

The Successful Applicant

  • Degree Level qualification and above or equivalent

  • Self-reliant and tenacious

  • Exploits enabling technology and eCommerce

  • Extensive and senior experience in a similar role

  • Extensive and senior experience in project management

  • Experience of supply chain/procurement

  • Experience of managing a budget

  • Understanding of procurement related systems (very significant experience)

  • Personal commitment, enthusiasm and professional drive to lead and innovate

  • Effective management of staff including ability to harness and develop team and successfully resolve conflict

  • Excellent communication and interpersonal skills

  • Creative problem solver with a 'can do' and 'supports others to' attitude

  • Energy, drive and initiative to break through obstacles and resolve issues that threaten the successful, timely delivery of projects

  • Well-developed negotiation, persuasive and facilitative influencing skills

  • Customer orientation

  • Ability to deliver to tight timescales and with competing priorities

  • Familiarity with an established project and programme management methodology (PRINCE2/MSP preferred)

  • Experience implementing a project methodology in a public sector IT environment (NHS/Healthcare preferred)

  • Familiarity with spend analysis and business intelligence tools and techniques (MS stack/Qlikview preferred)

What's on Offer

6-18 month contract paying between £60-£80k
