About Our Client

Our client is a major public sector organisation based in the West Midlands.

Job Description

The Head of Procurement for this public sector organisation will be responsible for:

Developing and executing procurement activity for all indirect goods and services across the UK sites. These activities are supported by a complex network of suppliers and partners which ensure that all external indirect spend is procured at the best possible cost while delivering exceptional service levels and quality. This position will report to the UK CFO.



Core responsibilities:

  • Working collaboratively with category management team
  • Manage spend analysis completion and update for UK and Ireland.
  • Manage Purchasing process analysis and implementation of Purchasing Tools and Practices (E-procurement etc).
  • Negotiate internally and with suppliers on front line for some local actions.
  • Ensure roll out of new contracts and frame agreements
  • Decrease the cost of sourcing by working in collaboration with the Strategic Procurement Team seeking out new suppliers ensuring the optimal mix of local suppliers
  • Develop cost down programs, taking a collaborative approach with the supply base, management of key risk, and time implementation

The Successful Applicant

You will be a qualified Procurement and Supply Chain Professional, and have proven and demonstrable experience of procurement in a large public sector organisation. Furthermore you will have experience of influencing and engaging with stakeholders at a senior level in a matrix environment.

The successful candidate will have a commercial mind-set and will play a key role in implementing the strategic and operational vision and in driving it forward in challenging economic times. Rigorous but approachable, you will possess excellent communication skills and understand how to develop internal relationships to ensure Procurement truly partners across the whole organisation.



Competencies/ Desired skills:

  • Knowledge of OJEU
  • Proven track record of large scale tendering projects with public sector
  • Result oriented
  • Excellent communication skills
  • Negotiation skills - both internal & supplier
  • Some experience in strategic procurement and change management
  • Hands-on manager, able to develop and deal with several IT programs, and excellent skills in detailed numerical analysis
  • Exceptional communication skills
  • A collaborative approach to purchasing delivering a true procurement partner to the business
  • Team player with strong lateral management and persuasive skills
  • Ability to collaborate and negotiate both internally and externally
