About Our Client
My client is a Public Sector organisation based in Hertfordshire that has recently been through a period of change and is looking to bolster its HR offering. This is an excellent chance to impact on the business and get exposure to senior members of the organisation.
The key focus of the role is the delivery of key projects within the Employer of Choice programme. The projects are likely to be complex and require delivery concurrently and their effective delivery will require a combination of professional HR skills and project management expertise. All the projects are people related and the post holder will be have to be very sensitive to the wider cultural and people issues that will impact upon successful realisation of project benefits. The post holder will also need to devise ways of overcoming cultural issues and be able to collaborate effectively with other key resources within the programme such as the OD consultant to overcome challenges.
These are the key accountabilities for the position:
Maintaining key programme documents such as project plans, risk and issues lists, benefit mapping documents and communications plans
Establishing interdependencies between projects in the programme
Other project and programme management documents that are required
Draft papers for submission to Senior Management Boards and other Council Senior Management Meetings
Researching HR issues to develop options and solutions and draft proposals, business cases and policies as required in terms of the HR Programmes
Implementing, evaluating and quality monitoring systems to ensure the standard and effectiveness of HR Programmes
Contribute to the development and exploitation of HR Systems to improve administrative
The Successful Applicant
Ideal candidates will display the following:
CIPD Level 5 or equivalent qualified/experience
CIPD membership at associate level
Project Management qualification
Demonstrated HR skills and experience with a sound understanding of a broad range of HR functions and processes
Demonstrable knowledge and skills of project management processes.
High level of computer literacy skills and working knowledge of Microsoft Word, Excel, PowerPoint and the use of databases and HR systems
Proven ability to conceptualise issues, develop options, write and present reports to a high standard.
Proven ability of managing complex projects to achieve objectives within a demanding and pressured environment against challenging deadlines.
Strong analytical and judgment skills with the ability to analyse and evaluate data from various sources to take quick confident decisions at a strategic level to move things forward to meet organisational goals.
Proven ability to clarify strategies and plans and communicate purpose and directions with clarity and enthusiasm
Well-developed written and verbal communication skills together with influencing and negotiating skills for interacting with individuals across the organisation and with stakeholders.
Proven experience in proactively creating, maintaining and promoting a strong network of connections with internal and of experience required for the post including supervisory, management, demonstrable professional experience on a field required in the post external stakeholders.
Experience of working within a public sector, unionised environment.
Substantial experience in preparing reports for senior leadership teams.
Substantial experience of building and maintaining a network of colleagues and contacts to achieve progress on objectives and shared interests.
A strong track record of achievement and providing successful solutions.
Strong understanding and experience of project delivery methodologies
Strong understanding and experience of portfolio and project governance
Extensive experience of leading, managing, coordinating and monitoring projects
Ability to travel to other locations, as required for the role

The HR Projects Officer role is an FTC until March 2018 based in Hertfordshire, paying up to £44,000pa plus generous holidays and pension.
