Job Description

  • Responsible for representing the company at high level meetings with suppliers in order to promote the work and achieve the best value for money, build strong customer relationships that lead to continuous improvement and a partnership approach to procurement, ensuring value for money is achieved by negotiating price, quality, availability of supply, risk management and other applicable buying criteria.
  • Responsible for communicating advice on legal matters,Standing Orders and Standing Financial Instructions, OJEU procedures, EU directives, Public Procurement Regulations, procurement strategies, policies and procedures
  • Responsible for assessment and selection of appropriate quality suppliers and ongoing supplier management and review of performance. This will include analysis of financial information, proposals, markets, management information, Key Performance Indicators, business plans, customer feedback, market information.
  • Responsible for re-engineering supply chain processes enabling a faster response to customer demand for goods and services.
  • Responsible for the development and implementation of an annual work programme which plans activities relating to new contracts, contract renewals, monitoring of existing contracts.
  • Responsible for identifying business critical products/services and ensuring that a supply chain risk analysis is undertaken in respect of each supplier by product/service, to ensure that appropriate recommendations for supply chain stock holdings are made.
  • Responsible for ensuring that all procurement activity is transparent, audit-able and in accordance with the Authority's Standing Orders, Standing Financial Instructions, Scheme of Delegation, Public Procurement Regulations, European Directives and relevant legislation.
  • Responsible for ensuring that all systems, processes and procedures are efficient and at the same time comply with public sector and internal/external audit requirements.

The Successful Applicant

The ideal candidate should -

  • Be professionally qualified / equivalent experience in relevant technical field

  • Be commercially astute

  • Be of a graduate calibre ideally with BS degree in business administration/supply chain management

  • Have excellent computer literacy with working experience of vendor management software IVRS, MRP/ERP and WM systems
  • Excellent communication skills both oral, written, formal report writing and with presentations

  • Proven working experience in a procurement manager role

  • Familiarity with sourcing and vendor management

  • A knack for negotiation and networking

  • Strong leadership capabilities
