Job Description

The primary responsibility of the Learning Technologies and Information Manager is to build a culture of shared technology based knowledge, learning and best-practice across Brooke. As a skilled learning technologist, the individual in the role will lead on the analysis of working systems and practice both in the UK and internationally.

They will use this information to develop e-learning and taught programmes designed to disseminate knowledge and created a culture of continual learning and knowledge sharing using learning technologies and information management.

The role is also responsible for ensuring that the relevant policies and processes enable the organisation to look critically at existing information and knowledge, and encourage new and innovative thinking around how information is used and applied to further the organisational strategy.


Over the last 12 months new systems for knowledge, asset and information storage and management have been introduced. Further changes in Customer Relationship Management (CRM) data warehousing, and online learning (Moodle/Totara) are in development. The Information Services (IS) department is implementing a new strategy, adopting a greater focus on proactive service management as opposed to reactive technical support. IS thus serves all other departments (and international affiliates) as internal customers.

The objectives going forward are to develop this relationship through effective business relationship management (BRM).

  • To lead on developing a culture of technology-based learning, knowledge sharing and service improvement through understanding how each department contributes to the organisational mission, and identifying opportunities to improve working practice.
  • To be the Information Services expert on data protection, in keeping with ICO standards and make recommendations for policy implementation
  • To advise on and develop Moodle-based LMS modules that facilitate the sharing of best-practice amongst staff in each department and allow remote learners to acquire new skills working with Subject Matter Experts (SMEs) and the L&D Manager.
  • Work with the Head of IS to build a knowledge-sharing culture, through customer outreach and proactive development of technology based training programmes.
  • Define and develop information management policy, researching, recommending and implementing systems to put the policy into practice.
  • Lead on developing, managing and maintaining the organisation's Information Life Cycle - focused on ingestion, processing and retention of data.
  • To establish and chair the Learning Technologies Information Management Group which will establish priorities for technology based training and development.
  • To develop a role as subject expert on the use of in-house information systems and be the key point of contact for information and support requests.
  • In collaboration with the Head of IS, oversee the completion of the Connect Project and provide ongoing support, advice and training as appropriate.
  • Lead workgroups to support learning technologies development and dissemination of best-practice. These will be both in-person and via teleconference for International affiliates.
  • In collaboration with the Data Protection working group, contribute to the Brookes organisational knowledge around data protection and knowledge management via research, and conference attendance (i.e. Moodlemoot). Bring innovations back to the organisation for incorporation in pilot projects or to enhance existing practice.
  • International travel as required to build business relationships with clients, and in conjunction with country programmes develop training appropriate to different contexts and cultures.
  • Investigate and research the feasibility of e-learning using mobile device management.
  • Develop information, records and knowledge management capacity across the UK and internationally.
  • To ensure compliance with relevant legislation such as copyright, data protection and intellectual property.
  • Working closely with ICT, Database and System Teams on business as usual (BAU) support and client projects, with the intention of ensuring technology provision reflects the needs of the customers and facilitates an improved user experience
  • Lead projects to improve the way departments manage information as a valuable asset, ensuring it is protected, made accessible where appropriate, and used effectively to inform decision-making

The Successful Applicant

Degree or equivalent qualification or experience in instructional design or related subject.

Demonstrable experience of collaborative working with a wide range of internal and external stakeholders.

Successfully developed and deployed web based e-learning content in a higher education or third sector environment

Excellent relationship building skills and able to establish and maintain strong working relationships and networks.

Experience of successfully specifying and using a range of appropriate multimedia web development tools and learning technology strategies.

Demonstrable expertise in administration of Moodle/Totara LMS

Excellent communication skills both verbally and in writing and the ability to influence and negotiate effectively with key stakeholders. Able to communicate complex

PRINCE2, Agile or similar project management training.

ITIL Foundation certification or related training in IT Service Management

Experience of delivering and managing organisational change projects.

Knowledge of the application of pedagogy and / or instructional design principles.
