About Our Client
My client is a prominent Public Sector organisation based in Hertfordshire that has recently gone through a period of change and is ensuring that the HR offering will meet the ongoing needs of the business. This is an exciting time to join and the chance to really make a difference.
The key accountabilities in the role are:
Develop Learning & Organisational Development strategies which reflect and support delivery of the strategic priorities, vision and values.
Support the Employer of Choice transformation programme, with specific responsibility developing leadership capability and confidence, talent management programmes, support the development of digital capability, with the aim of supporting and enabling the with transformation programme.
Support the Senior Management Board with leadership development for senior leaders, designing and developing appropriate strategies and approaches to support strategic objectives
Support the employee engagement activity across the organisation, with specific responsibility for the programmes of Leaders Forums and developing a coaching culture.
Support and contribute to the culture change programme, through the delivering of effective L&D strategies.
Ensure the delivery of high quality, high impact specialist learning and development for all staffing groups including leadership and management.
Procure and manage the effective provision of third party contracts.
Procure, launch and manage the effective use of a new e-learning platform to ensure the most efficient and effective methods of learning delivery and support development of digital capability.
Ensure the development and implementation of talent management policies and programmes: including Graduate Development Programmes and Apprenticeship Programmes
Develop and maintain an effective professional relationship with local partners, such as the college to support the Learning & Development function.
Ensure the development and implementation of management development programmes that support initiatives.
Deliver leadership learning events corporately and for departments.
Implement leadership, management development and talent management strategies which improve organisational and individual performance.
Provide a consultancy and advisory service to internal and external stakeholders.
Lead and manage the review and implementation of monitoring and evaluation systems to ensure that L&D strategy and delivery works in partnership to improve capability and performance.
Lead and manage a Learning and Development team, ensuring the effective use of resources and continuous improvement.
The Successful Applicant
The ideal candidate will be able to display the following:
Educated to degree level or equivalent experience
Fully CIPD qualified with evidence of continuous professional development, or equivalent experience
Appropriate psychometric qualifications e.g.MBTI, 16PF
Level 5 or above Coaching qualification
Knowledge of the diversity and equality agenda and its relevance in learning and the delivery of change.
Ability to support and shape strategies and plans which will help put into practice and support the vision and long term direction of the organisation.
Ability to communicate verbally with a wide range of stakeholders on a range of complex/sensitive matters.
Ability to write clearly and concisely, in plain English, to present complex information in an accessible format tailored to the needs of the audience.
Competent in the use of HR Information Systems.
Proven experience of delivering, return on investment, value for money, high impact learning and development interventions.
Proven experience in proactively creating, maintaining and promoting a strong network of connections with internal and external stakeholders.
Experience of developing long term strategic L&D plans, through the delivery of learning in a practical and cost effective manner.
Experience of working within a public sector, unionised environment.
Experience of developing and managing innovative talent management programmes, including graduate and apprentice programmes.
What's on Offer
The Learning & Development Manager role is an FTC until March 2018 based in Hertfordshire, paying up to £47,000pa plus generous leave and pension.
