About Our Client

My client operates within the Not-For- Profit Financial Services Sector and is now looking to hire a new Recruitment Officer. They have built a team that works in partnership with the organisation to provide an effective and professional HR service that help deliver the People Strategy, Mitigate People Risks and deliver effective and efficient HR processes, systems and compliance. The HR team is made up of 10 people, across 4 functions - HR Operations, HR Business Partnering, Resourcing and Talent, and Governance and Projects.

Job Description

As the Recruitment Officer you will provide advice and support with the Business Partner function ensuring that the Management Team are advised on how to get the most appropriate solution for their recruitment and selection needs. In addition you will hold the flowing responsibilities:

  • Monitoring, reporting and supporting the management of the recruitment budget (circa £400K per annum)
  • Providing market insight on a range of key roles and skills
  • Managing supplier relationships to ensure contracts and services are effectively delivered
  • Leading on advice to the Senior HR Business Partner and the Management Team on how to achieve the recruitment aims of the business plan
  • Providing oversight of all aspects of recruitment admin including the management of e-Recruitment system, the handling of CVs, effective feedback cycle, management of agents, and production of recruitment MI
  • Operational management of recruitment PSL including leading on future re-procurement plans
  • Management of Social Media recruitment campaigns
  • Ensure new hires are appointed within agreed budget and structure levels - working in partnership with the Senior HR Business Partner
  • Recruit within organisation guidelines, including working within the recruitment policy and adhering to the agreed job architecture
  • Subject Matter Expert for all specialist recruitment knowledge including: advice on drafting job descriptions, which approach to take to find the right candidates at manageable cost, advertising, sourcing and the provision of localised market information for hiring managers
  • Ensuring time-to-hire KPI's are maintained within a timely fashion always targeting below 30 days from advert to offer
  • Ensuring HR representation at agency briefings and interviews where needed and undertake, facilitate, or enable candidate screening/testing/assessments for suitability for appropriate vacancies
  • Working with HR Business Partnering function to drive projects to improve recruitment quality
  • Ownership for information gathering and feeding in to the regular reporting cycle of the HR Dashboard.
  • Building, managing and maintaining strong relationships with key internal and external stakeholders.

The Successful Applicant

As the Recruitment Officer you will have previous experience as a recruitment professional preferably in-house and will be able to demonstrate the following experience:

  • Strong knowledge of best practice recruitment and selection frameworks (i.e. job design and definition, policies, practices, competency-based interviewing, ability/psychometric testing).
  • HR IT systems preferable (other systems experience considered)
  • Conveying both simple and more complex processes and procedures in a way that is understood and tailored to the individual customer. Business process re-engineering experience desirable.
  • Previous management of PSL desirable.
  • Proficiency with Microsoft Excel essential. Numerate and able to accurately manage and manipulate data together with the ability to explain their analysis with clear verbal and written communication.
  • Experience in a comparable organisation where the majority of staff are from a Professional Services background (with a preference towards Financial Services).
  • Must have exceptional organisational skills, with a disciplined project management focus and demonstrated ability to achieve milestones and projects within strict deadlines
  • Excellent verbal and written communication skills giving the credibility and confidence to deal with people at all levels
  • Manage senior stakeholders effectively and the ability to lead on interviewing where necessary.
  • Confident influencer who is self-aware and able to adapt themselves when dealing with different client groups to achieve the maximum impact
  • Ability to quickly understand different job roles and also make an assessment of what behavioural attributes might be required.
  • A self-starter with the ability to work under their own initiative, delivery-focused with a demonstrated ability to achieve milestones and projects within strict deadlines.
  • Collaborative team player who is comfortable challenging the status quo and involving colleagues to develop effective solutions and improvements
  • Ability to think objectively when making recruitment decisions.
  • Excellent attention to detail is crucial especially under pressure and when faced with tight timescales
  • Creative problem solver when presented with complex HR issues.
  • Must be have a high level of professionalism and deal with data sensitively and confidentially understanding data risk and records management procedures
