Job Description

Key tasks and responsibilities:

To lead on delivery of assigned projects under the strategic aim 'to make health policy making more effective', together with responsibilities across the Foundation's research portfolio

1. Working closely with internal colleagues in the Economics and/or Policy Directorate and with external partners, to scope, design, commission and manage research and evaluation projects that help to further the strategic priority 'to make health policy making more effective'

2. Participate in the relevant project teams, including those for cross-cutting themes, working across the Foundation as required, to contribute to the design and planning of work that involves research and evaluation components, to achieve objectives across the Foundation's strategic priorities

3. Ensure research awards and commissioned research and evaluation studies are of the highest possible quality, relevance and value for money, through practices such as having an awareness of current research in the specific field, independent expert review and due diligence.

4. Proactively manage relationships and communication with internal and external colleagues, to include managing formal meetings (such as advisory groups) and informal communication (such as telephone catch-ups with external researchers) and ensuring appropriate record keeping and completion of the actions arising.

5. Work in accordance with documented processes for commissioning and management of research and evaluation projects, such as tendering, robust and transparent selection processes and payment records. In addition, to work with team members to review and improve these processes.

6. Manage the Foundation's peer review processes in relation to all assigned research projects, both at the assessment stage (including of value for money) and the review of final research reports and articles.

7. Support the lead staff for research work related to the strategy for 'to make health policymaking more effective' to work with colleagues in communications to agree the dissemination plan for the outputs from the research and to contribute to the drafting of any publication, web text or articles that summarise the key messages of the research.

8. Manage delegated budgets and monitor spending against them.

To work with colleagues to ensure that the Organisation maximises the use of knowledge generated internally and externally

9. Work with colleagues in the Economics and/or Policy Directorates to synthesise the learning from different sources such as evidence scans, research reports, evaluation studies and award programmes to enable key findings to support the organisation's decision-making and planning.

10. Identify opportunities for improving the effectiveness and value of research and evaluation within the Foundation.

To keep up to date with the external research environment

The Successful Applicant

Knowledge of evaluation methods and practice, including evaluation of complex interventions.

Experience in commissioning and/or managing research activities that are practice and policy-relevant.

Excellent project management and planning skills across multiple projects.

Knowledge of current issues in health care policy (Desirable)

Experience of research tools and approaches, such as literature searching, software for data analysis, models for evaluating complex interventions (Desirable)

Skills & Abilities

1. The ability to communicate effectively through formal and informal means, including excellent skills in networking, oral and written communication and making presentations.

2. The ability to build and manage complex relationships with colleagues and external parties, to achieve results without reliance on formal line-management authority.

3. The ability to work on initiative and be confident in making sound, independent judgements.

4. Flexibility in approach to work to enable a fast response to changes in the external environment and/or changes in internal priorities.

5. An interest in, and a desire to contribute to, the improvement of health care, especially in the UK.

6. Ability to think strategically about the role of evaluation in health care policy (Desirable)
