Job Description

Responsibilities of the role:

  • Develop, maintain, support and improve the quality of the Procurement Plan for your assigned portfolio, to ensure the Plan in place is accurate with robust data integrity, any changes made to the Plan follow the change control process and that no fee abatement is incurred.
  • Develop, approve and implement, acquisition, sub contract and procurement strategies and plans required to manage all procurements within their portfolio, working with clients and suppliers to ensure that procurement needs are met efficiently and cost effectively and in line with overall strategic business aims
  • Ensure that commercial activities are delivered within defined scope, schedule and costs for the assigned portfolio
  • Identify, manage and mitigate commercial risks and issues to support the delivery of a robust and effective supply chain management service
  • Develop and maintain effective working relationships with clients and the wider business area to understand needs and requirement and ensure the provision of effective advice and services
  • To develop, manage and maintain key stakeholder relationships, including suppliers, the NDA and other identified key stakeholder issues relative to their assigned portfolio to ensure effective delivery of the commercial procurement and contract management service
  • To manage, support and counsel all resources, direct reports and the wider team, engaged in Commercial activity within the assigned portfolio, including completion of the PMA process, resource management, setting & delivery of objectives and arranging and providing training and coaching to ensure that their team is developed and have the necessary skills and understanding to contribute to and meet individual, team, Directorate and business area objectives
  • To be responsible for the consistent application and implementation of Commercial policies and procedures by team members, including those in Commercial and from other disciplines operating within their assigned portfolio and ensure that established SL ethical codes & practices, and commercial, contractual and legal obligations are adhered to all times
  • To deliver Commercial savings targets within your assigned portfolio by developing and implementing a savings plan, completion of a contract review schedule and ensuring in year cashable savings are verified and recorded
  • Ensure that all relevant activity is undertaken in accordance with company procedures, policy, legislative, regulatory, environmental, safety and quality requirements and are aligned to overall strategic goals
  • To resolve any commercial issues escalated to them by team members or by others operating within the assigned portfolio
  • As needed, provide guidance on contract matters to project managers or other operational staff, including training to new project managers and other employees in contracting practices and procedures.
  • To develop and implement procedures for contract management and administration in compliance with company policy. As appropriate, contribute to or influence company policies.

The Successful Applicant

Essential Skills:

  • Degree in relevant discipline or equivalent experience within procurement/ contract management
  • Experience in IT procurement including infrastructure networks and service management, software management, applications management services, cyber security, telecoms.
  • Relevant management experience
  • Extensive knowledge of the Open Journal of the European Union (OJEU) and Public Contract Regulations
  • Extensive knowledge of relevant terms and conditions of contract e.g. NEC3 terms and conditions

Desirable Qualifications:

  • Member of Chartered Institute of Purchase & Supply (MCIPS), Royal Institute of Chartered Surveyors (RICS) or equivalent professional qualification
  • Knowledge of Crown Commercial Services Frameworks relevant to the IT category
  • APMD qualification in Project Management
