About Our Client

Strong influence across one or more spend categories of approximately £20 - 100m+, through the development of Category Commercial Plans which impact service delivery planning (both external and inhouse) and transformation initiatives

Directly involved in the achievement of savings and benefits targets relating to categories of spend

Required to manage and deliver a significant number of complex Procurement and Commercial projects on time and on budget

Indirect management of flexible resources on a project by project basis with a responsibility to lead and mentor staff to develop a highly skilled and effective Procurement and Commercial function

May involve direct line management of Procurement and Commercial resources, with a responsibility to lead and mentor staff and develop a highly skilled and effective Procurement and Commercial function

Job Description

Drive category management activity for a clearly defined category or group of sub-categories of medium to high complexity and / or value and / or strategic importance and / or which have a diverse stakeholder base with limited stakeholder ownership

Develop and implement Commercial Category Plans for each market facing category or sub-category of spend under the direction of the Category Lead, which drive commercial outcomes, shape markets and transform services

Accept joint responsibility for the delivery of savings and benefits targets as directed by the Category Lead through innovative sourcing, demand management and market shaping activities and ensure accurate tracking and delivery of assigned performance targets measured against a balanced scorecard of metrics

Plan, drive and deliver complex high-value market management projects across the Procurement lifecycle with support from the Procurement Delivery team

Work with Departments and Partner organisations to embed best practice Contract Management and Supplier Relationship Management frameworks, supported by the Commercial Lead and where required, provide input and support to develop commercial relationships and support performance and innovation activities

Act as mentor to lower grade resources across the Procurement and Commercial function to build skills, capabilities and confidence and support the development of a high performing team

Required to peer review work associated with the management and delivery of Procurement and Commercial projects

The Successful Applicant

Degree level educated and / or relevant professional qualification and / or experience in a similar role

In depth strategic and operational procurement experience with a solid working knowledge of category management

Strong knowledge and understanding of EU Procurement Regulations and the Public Sector procurement landscape

Capable of managing cross functional project teams to generate material value across multiple categories

Ability to deal with ambiguity and complexity

Strategic thinker with solid facilitation ability supported by excellent interpersonal competencies (communication, leadership, influencing).
