Treasury Manager

City Council

Role description:

• Manage the daily investment of cash balances.
• Ensuring sufficient cash liquidity to meet day-to-day financial obligations
• Maximising return on surplus funds within the constraints set out in the Treasury Management Strategy
• Understanding and provision of market data, together with a commercial understanding of the implications for the Council
• Maintain counter party credit rating agency list
• Preparation and monitoring of a rolling cash flow forecast (short to long term profiles)
• Active analysis of Council's borrowings and provide ad-hoc information regarding treasury matters as required including current and forward fx and interest rates, etc
• Production of regular reports to senior management
• Maintaining accurate records for all Treasury activities
• Assisting with increasing and improving control procedures and producing reports for management, variance and trend analysis and ad hoc projects
• Ensure compliance with the treasury code of practice and other guidance provided by CIPFA and the Secretary of State
• Assist in the preparation of the treasury policy and report to relevant committees and council
• Completion of external returns for all treasury related information.
• Prepare compliant disclosures for inclusion within the Council's Statement of Accounts for Financial Instruments and cash
• Carry out balance sheet monitoring on investments and loans/borrowing, providing movements analysis and account balance certification
• Identifying opportunities to improve treasury and financial management for the Council either through process change or additional training requirements and passing on to relevant staff to implement
• To provide support and advice (guidance, encouragement and advice) for staff that provide data or interact with the treasury team

Who we're looking for
• Detailed commercial knowledge of the economics, structure, drivers and workings of the relevant financial Markets
• Experience of the administration of a large number of corporate bank accounts
• High level of financial and numeracy skills
• Ability to interpret financial regulations & processes for non financial managers
• AMCT (or overseas equivalent) qualified or part qualified is essential
• Excellent interpersonal and communication skills.
