Head of Financial Reporting.
Overall purpose: To ensure that consistent and appropriate accounting policies and procedures are adopted and applied acrossall government departments. To ensure that a control framework is in place to enable reliance to be placed on financial reports and data held within the corporate accounting system. To prepare and publish the government's statutory annual report and accounts. To ensure that robust processes and procedures are in place to support the accounts and to ensure that an unqualified audit opinion is obtained.
Producing the annual accounts is probably the biggest accounting task on the island. The Head of Financial Reporting will take a lead role in implementing significant changes to the accounts to bring them into line with UK GAAP and to enable a full audit opinion of the States' accounts to be sought.

Who we're looking for
The successful candidate will be a qualified accountant (ACA, ACCA, CIPFA) with experience of preparing accounts, ideally consolidated, government accounts conforming to UK GAAP.
Extensive knowledge of governmental reporting, strategy, departmental functions and policy developments and the ability to apply this to financial analysis and advice will be advantageous.
The successful candidate will also have a proven ability to develop good working relationships with finance directors, senior stakeholders and operational managers with strong communication and interpersonal skills. In addition, you must be politically aware, have leadership and implementation skills, the capacity for clear strategic and innovative thought and experience as an agent for change.
