The Head of Commercial Unit will plan the PFI contract annually and establish revised delivery of services appropriate to support the current and long term plans of Trust.
The will develop and produce contract performance reporting to create value for the Trust, and plans targets for, monitor, analyse and evaluate contract performance to ensure that the Trust receives quality services and value for money.
This role will also provide commercial advice to the Trust particularly in support of the Directors of Business Development and of Finance and in the negotiation of major supplies.
Service Delivery Responsibilities:
• Manage all aspects of the PFI contract and lead the relationship with the PFI partners
• Annual plan for the PFI contract
• Ensure effective performance of the PFI team
• Reporting PFI contract performance
• To give commercial advice, particularly when dealing with the private sector
• Contribute to the broader commercial strategy of the Trust and support colleagues in delivering the objectives of the Trust, particularly in the application for and running as a Foundation Trust
Budget Management :
• PFI Unitary payment, variable & other charges
• Manage Monitoring team & budgets
• Estates Budget on retained estates
• Maintenance & Life cycle Budgets on retained estates PFI variable charges
• PFI contract changes, single and recurring
• Purchases - in accordance with the Trust's financial framework.
Who we're looking for
The ideal candidates will have an understanding of the NHS, Foundation Trusts, the PFI market, and the commercial freedoms applicable to the Trust and hence the drivers that can create value for the Trust. The post holder will also need to understand the interrelationships within the NHS and between the Trust and its PFI partners.
The post holder will need to use significant judgement in interpreting and analysing data, drawing conclusions and making suggestions to improve PFI and other business performance. Ability to work with multiple and complex data and information systems. Ability to think outside the normal parameters of contract management both in approach to analyses and in solutions.
• Educated to degree level or equivalent experience and evidence of a good academic record would be preferable
• Demonstrable competence in working on large contracts
• A knowledge of the UK health economy is desirable.
• Very good analytical skills are essential
• Good at communications and relationship management
