Job Role
-Provision of day-to-day oversight of the preparations and implementation of the permanent premises project.
-Provision of strategic direction to the project management, construction and design teams.
-Preparation and implementation of a risk management plan for the project.
-Assessment and evaluation of the designs, requests for modifications, cost implications, emerging problems, mitigation solutions or any other issues that may affect the cost, quality and/or timeliness of the project.
-Provision of quarterly (or as required) status reports to the Oversight Committee which will be shared with the Court and the host State and shall be made available to the Bureau.
-Leading the negotiations of the terms and conditions to retain the architect and the design team.
-Leading the tendering and selection process for the construction team.
-Making decisions within the authority delegated by the Assembly.
-Provision of assessments and advice to the Oversight Committee on any issues requiring decisions within the delegated authority of the Committee.

-Building up, leading and managing the Project Office.
-Ensuring that all programmed activities are carried out in a timely, reliable and effective fashion with high quality standards.
-Undertaking and overseeing all tasks necessary for the functioning of the Project Office and the project, including the preparation of financial statements, budgets, financial plans, forecasts, cash flow projections and reporting on the budget performance.
-Auditing the functional brief and design specifications in regard to functional, architectural and technical requirements and matching them with the Assembly's requirements, as well as analyzing design studies to ensure that, from a technical, administrative and economic standpoint, they meet the functional brief's goal.
-Being responsible for the construction team's delivery of project on time and within budget and maintaining strategic business relationships with stakeholders. This includes managing all construction contractors and related consultants and sub-consultants, preparing conceptual level project critical path schedules, evaluating and monitoring compliance with detailed critical path schedules prepared by others, and evaluating and negotiating service and construction

Who we're looking for
-Degree in architecture, construction and/or project management or engineering.
-Additional management studies, preferably a MBA or equivalent, would be considered an asset.
-Ideally to have experience in the management of complex, large-scale office building projects with excellent architectural quality and/or experience with large international enterprises (private or public).
-Experience in planning and management of large architectural/construction projects, technical building specifications, contract management, procurement processes, risk management, financial management.
-Strong understanding of the overall process of construction delivery.
-Ability to provide managerial leadership and to run, manage and motivate a project team.
-Excellent drafting, communication and negotiation skills, including the ability to explain and defend complex business issues to all hierarchy levels.
-Strong analytical skills and a proven ability to provide seasoned advice on a broad range of architectural and project management issues.
-Ability to establish and maintain productive partnerships.
-Excellent business acumen and strong business development skills.
-Ability to create an enabling environment in a multi-cultural, multi-ethnic setting and to effectively lead, mentor, motivate and develop individuals with different national and cultural backgrounds.

About our client
The International Criminal Court (ICC) is an independent, permanent court that tries persons accused of the most serious crimes of international concern, namely genocide, crimes against humanity and war crimes. The ICC is based on a treaty, joined by 105 countries. The jurisdiction and functioning of the ICC are governed by the Rome Statute).
At present, the International Criminal Court is housed in interim premises. In November/December 2007, the Assembly of States Parties, by resolution ICC-ASP/6/Res.1 (available on the Court's website, www.icc-cpi.int), decided that the Court should be provided with newly built permanent premises and, in this connection, agreed to establish a Project Director's Office and authorize the launching of an architectural design competition. The Project Director's Office shall operate under the full authority of the Assembly of States Parties and report directly and be accountable to the Assembly through the Oversight Committee. The Project Director shall have final responsibility for the overall management of the project.
The newly built premises will be constructed on a prime site bordering the North Sea dunes and the city of The Hague and covering over 72,000 square meters. The premises will consist of three courtrooms with a total gross floor area of up to 46,000 square meters, up to 1,200 workstations and various ancillary facilities. The Court will be housed no later than 2014 in its permanent premises.
