The principal duties and responsibilities within this role would be:
To lead, manage, supervise and motivate the finance team in line with company policies and deliver on business plan objectives and establish and develop the team as an enabling and customer focused service and to develop, monitor and maintain systems for financial management, administration and control.
To manage and continually develop, in partnership with Corporate Finance, the formal revenue and capital budget monitoring processes to ensure departmental-wide compliance with the Financial Regulations and to enable robust budget projection routines to be developed to support budget holders in their responsibilities in relation to budget monitoring.
To develop and continually improve all financial policy and procedures that reflect current best practice in relation to financial management and control and to oversee their implementation to ensure comprehensive and accountable application. In addition, lead the co-ordination and development of the 3 year Financial Plan preparation, in respect of both the revenue and capital budgets.
To ensure that the relevant, accurate financial information is available to ensure successful reimbursement of external funding awards and that the Finance Team supports Section Heads and other members of Education & Lifelong Learning staff in the preparation of the financial aspects of business cases to secure external funding, and undertake a quality assurance role in relation to assessment of the business cases to ensure they are deliverable and have no adverse or unexpected financial consequences for the Department.
Who we're looking for
The position will be awarded to a candidate that can demonstrate:
A knowledge and understanding of the key professional and management issues facing Financial Management, Planning and Control.
An ability to absorb, analyse and interpret significant volumes and complex information to enable the formulation of recommendations to influence strategic thinking and policy development.
The ability to interpret complex financial and budgetary data and prioritise competing objectives for limited resources and manage budget performance so as to deliver departmental/corporate financial objectives and to work to an annual, balanced financial position.
A knowledge of national policy and guidance relative to the financial management and accounting.
Excellent communication and negotiation skills in a variety of setting in presenting complex financial issues to non-financial groups, including in the public arena.
Strong leadership skills to develop and maintain the confidence of employees and the ability to successfully manage change in an organization.
A strong knowledge of the risk management agenda and its applications.

They are looking for a skilled and out going individual to head up a section of their finance division. The successful candidate will manage a team of 12, who have already demonstrated strong knowledge and ability within the organisation.
