The SSDL Group brings together five of the Department's Executive Agency's with policy responsibilities for road safety, logistics and licensing thus enhancing the linkage between policy and delivery of the Department's objectives. Through its Agency's the Group provides services to drivers, vehicle keepers and operators across Great Britain and focuses on registration, licensing, testing and enforcement. The Group spends over £1bn per annum and employs over 11,000 staff.
This key post, sitting within the Transformation, Licensing & Sponsorship Directorate, will have direct responsibilities for the SSDL Group, with responsibility for the financial reporting, budgeting and policy development. A summary of the key responsibilities is listed below;
• Provide timely and accurate Group finance reports and commentaries for both the agencies and directorates to the Board and Central Finance directorate. This will include income and expenditure, balance sheet, cash flow and risks and issues arising;
• Review and analyse monthly financial reports received from agencies;
• Coordinate the completion of annual budgets and business plans for central Directorate's while working closely with senior management teams;
• Review and advise on the Department's financial policy, procedures, changes in accounting standards and how this will affect the group.
• Evaluate financial business cases for strategic investment projects and giving professional advise on proposals.
The role will necessitate building strong relationships with key stakeholders at all levels of the business, with a responsibility to promote financial policy and improved financial management.
Who we're looking for
Successful candidates will need to be;
• CCAB Qualified with relevant PQE experience.
• Have professional skills and ability to apply those skills at a tactical/ operational level
• An understanding and experience of the application of corporate governance, financial planning and budgeting, risk management, investment appraisal and analysis in support of decision-making.
With the ability to:
• Analyse and use evidence by commissioning a wide range of data from diverse sources to identify problems and develop solutions
• Demonstrate strategic thinking by understanding and clearly communicating the aims of own area of responsibility and putting this into a business context
• Lead teams and relationships while developing capability so that high quality results area achieved
• Demonstrate people management skills by setting clear team objectives and priorities, celebrating and rewarding good performance across the team.
