To assist in the development and management of purchasing agreements across a wide variety of commodity areas which provide optimum value for money at minimum commercial risk tomy clients members.
RANGE OF DUTIES:
SPECIFIC:
• Take direction form the Head of Contracts to implement purchasing strategies that will meet the members' needs and optimise value for money.
• To manage a variety of existing framework agreements and make recommendations for new agreements where a regional approach can bring savings and efficiencies to the members of the Consortium.
• Develop full tender documentation and manage the tendering process in accordance with European Purchasing Directives (working experience/knowledge of the EU Purchasing Guidelines is desirable). This will include preparing pre-tender work, production of a specification of requirements, tendering, negotiation through to the award of the agreement.
• To ensure appropriate stakeholder involvement in the procurement process.
• Support a range of agreements with clear contract management.
Who we're looking for
Effective negotiation skills
Good written and verbal communication skills
Knowledge of legislative requirements, particularly OJEU Public Procurement Regulations, for effective procurement
Capable of assimilating, analysing and interpreting a wide range of information
Capable of developing and promoting good working relationships
