Senior Procurement Advisor

- To deliver corporate and strategic procurement operations for North East (NELC) and North (NLC) Lincolnshire Councils as part of the Joint Procurement Service.

- To develop and deliver the implementation of NELC's Procurement Strategy and the development of a Joint Procurement Strategy with NLC, and is in line with the Corporate Plan, Community Strategy, National Procurement Strategy and Service Improvement Plan.

- To develop the Council's procurement capacity and expertise to deliver the highest possible levels of scoring under CPA, and ensure that the principles and processes of Value for Money, and most efficient use of resources are embedded and delivered throughout all procurement activity undertaken by Directorates, Services and Schools throughout the Council.

- Develop and produce the Council's Annual Procurement Plan and Contracts Register in line with the Council's Contract Procedure Rules (CPR's) and the National Procurement Strategy.

- Promote and foster the personal and professional development of the Procurement Advisors in line with Corporate and National initiatives.

- To lead and support strategic and high profile procurements within NELC and act as a procurement specialist / advisor on NLC procurements.

- To deliver elements of the SPU's annual Service Improvement Plan (SIP), in line with the Council's Corporate Plan, Regional and National Initiatives.

Who we're looking for
* CIPS qualified/part-qualified or qualified by experience<BR>* Evidence of career progression
* Evidence of continuing professional development
* Experience of working in a professional procurement role involving tendering, negotiation and contract management for a diverse range of goods and services
* Experience of building successful working relationships with stakeholders
* Good understanding of commercial contracting law
* Ideally experience of working within local Public Sector
