Principal Procurement Advisor

• This post is NELCs senior permanent professional Procurement Officer and advises the Council in conjunction with the Strategic Procurement and VFM Manager (NLC) and the Joint Procurement Team (PANNEL)
• Provide strategic and operational procurement advice, support and guidance to all service areas and schools.
• Assist in the implementation and continuous development of the council's Procurement & VFM Strategy, acting as lead officer for specified key actions and corporate procurement initiatives.
• Assist in the review, maintenance and development of the council's governance framework for procurement (contracts standing orders/procurement manual & related guidance), making recommendations for improvement as appropriate, in consultation with relevant Finance and Legal staff.
• Lead on key procurement projects and developments for NLC & NELC (and the wider sub-region for collaborative exercises), establishing high value/risk corporate and service specific contracts.
• Provide advice on EU and national law relating to procurement and contracts and Council Standing Orders and Financial Regulations in respect of contract procedures. Draft relevant EU contract and award notices for service staff and monitor cross-council compliance with legal requirements.
• Provide training and awareness on specific procurement procedures and policies for service areas, schools and suppliers.
• Identify opportunities for aggregating requirements and achieving economies of scale and significant savings/efficiencies through the establishment of volume contracts for council-wide arrangements. Provide a full competitive tendering/procurement service for high value and complex key procurement projects.
• Assist with the implementation of electronic procurement (eProcurement), electronic invoicing and payment across the council and lead corporately on eProcurement supplier adoption programmes and initiatives. Assist in the identification and possible application of new procurement technologies, such as electronic auctions.
• Lead on the implementation and maintenance of the regional Supplier Contract Management System (SCMS) for the council.
• Support the council's work on sustainability initiatives ensuring compliance with relevant law and council policies.
• Attend procurement working parties and other meetings as appropriate, both internally and externally representing the

Who we're looking for
* CIPS qualified/part-qualified or qualified by experience
* Evidence of career progression
* Evidence of continuing professional development
* Experience of working in a professional procurement role involving tendering, negotiation and contract management for a diverse range of goods and services
* Experience of building successful working relationships with stakeholders
* Good understanding of commercial contracting law
* Ideally experience of working within local Public Sector
