Job Description

The key responsibilities as the Building Safety and Compliance Lead are as follows:

  • Lead the team to deliver the building safety compliance activities, including annual and periodic services and testing of the FLAGE and Water Hygiene requirements of the portfolio
  • Develop the framework for delivery of the objectives of the Building Safety Bill, Fire Safety Act 2021 and associated regulatory and legislative requirements
  • Design and implement a suitable and appropriate inspection regime for the higher-risk buildings, to ensure the operation and occupancy of the building is in compliance with the building safety case
  • Lead on procurement of relevant contracts and consultancy services in line with the policies and procedures and public sector guidelines
  • Act as the Contract Administrator for relevant building safety contracts and consultancy services agreements, ensuring that contract KPIs are delivered and contract objectives achieved
  • Work with the Communications and Engagement Teams to develop an effective Resident Engagement Strategy that includes routes of escalation for resident concerns and complaints relating to safety and ensuring that residents are complying with their safety responsibilities
  • Lead on the development and review of the Building Safety case for HRRBs in line with the requirements of the new building safety framework
  • Lead on the EWS1 programme and external wall inspection programme
  • Working with Leasehold colleagues and Communications Team to develop an effective engagement strategy which supports inspection and remediation works
  • Work with the Finance and Treasury teams to ensure effective budget allocation and day to day budget management of BAU programmes and other remediation works
  • Design procedures and guidelines for delivery of the building safety regime, and which supports the governance framework
  • Work with the Performance and Strategy Manager to ensure accurate data and certification information on corporate systems
  • Contribute to the development and delivery of the Asset Management Strategy ensuring that these are aligned to building safety objectives
  • Work with the H&S teams to develop relevant policies and procedures
  • Work with the internal Development, Asset and delivery teams to develop standards for all new properties/refurbishment works/components used in the stock to ensure these meet regulatory standards and fit for purpose
  • Provide technical and related information and reports as required and work effectively with colleagues to ensure that adequate information is available to inform investment decisions and work with colleagues, identify and realise the opportunities for external funding to be attracted to deliver investment strategies
  • To provide other technical advice where required
  • Ensure that you exercise your duty of care under the Health and Safety at Work Act, and other relevant guidance and legislation becoming familiar with the relevant legislation and working in a safe way
  • Act as representative of the organisation with external stakeholders (LFB, Building Safety regulator/MHCLG/Department of Levelling Up/Local Authority Partners etc) on matters relating to Building Safety and property risk

The Successful Applicant

The successful Building Safety and Compliance Lead will need the following:

  • Previous experience leading the delivery of building safety compliance function within social housing
  • Extensive knowledge of building and housing services and their combined role in ensuring building safety
  • Knowledge of relevant legislation, regulations and good practice
  • Strong and evidential track record and knowledge of financial management and administration of contracts with substantial experience
  • Knowledge of contracts and a strong and evidential track record of contract management and administration
  • Experience of delivering complex front line services to demanding customers in a customer focused environment
  • People management skills
  • Proven experience and proficiency in the use of standard Microsoft software packages including Excel (including the use of formulas), Outlook and Word
  • Professional qualification e.g. CIBSE, RICS, CIOB, IFE, or equivalent membership, educated to Degree level, or can demonstrate equivalent relevant experience with a minimum of an HNC in a related subject with GCSE Maths and English
  • Qualified, or willing to qualify in order to be able to perform the duties of Duty Holders and/or Responsible Persons
  • Ability to be able to demonstrate effective communication and accurate literacy and numeracy
  • Evidence of continued professional development
  • The ability to get into London as and when required
