Job Description

- Develop and manage specific category-related activities, such as creating category plans and sourcing strategies

- Undertake category activities with the needs of stakeholders in mind, as well as meeting business needs in line with indirect procurement strategy

- Manage supplier relationships and supplier performance and address under-performance swiftly where necessary, communicating as required with suppliers and customers alike

- Represent procurement team and the wider institution where appropriate and promote strategy within these groups to achieve optimum value

- Be the procurement expert in respective category by conducting market research and analysis which drives future strategies

- Responsible for managing procurement processes and ensuring that they are compliant with public regulations and internal procurement policy

- Demonstrate results with associated data to report on performance and areas for improvement within procurement

- Develop procurement systems to improve indirect procurement processes

- Review and draft terms and conditions of contracts and advise others on form of contracts

- Manage and direct work of category assistants to deliver category plans and accompanying objectives

The Successful Applicant

- Experience in delivering public and/or private sector indirect procurement projects on time and on budget, with evidence of savings or value added

- Experience in category management

- Skilled in analysis across the procurement process

- Strong stakeholder engagement skills

- Understands and has experience in the realm of OJEU frameworks, Public Contract Regulations and associated case law

- Manage and report on supplier performance and ensure that supplier performance is as agreed in contract

- Manage supplier relationships to ensure that delivery is timely and positive relationships are cultivated for continuation of business

- Ability to work under pressure in a fast-paced environment

- Experience of people management and development in a procurement setting

- Expert in negotiation at all appropriate stages of the process

- Ability to adapt plans and sourcing strategies where needed

- Ability to work effectively individually and as part of a team

- Good understanding of commercial contract terms and conditions

- Excellent written and verbal communication skills

- Understand risks of non-compliance

- Understands public procurement policy

- Good IT skills including Microsoft Office applications and specialist procurement systems

- Report writing and presentations
