This is an exciting and essential role within the council to be the lead compliance person, managing a team of diverse property professionals, consultants, contractors and other partners, including responsibility for the budgets and contract relationship management. Overseeing legislation/statutory obligations and ensuring that working practices are in place to meet these requirements.
As the Compliance Manager you will lead, develop and consistently review strategies, procedures and processes in relation to key service areas such as, fire safety, gas safety, electrical safety and all areas of compliance. And you will take responsibility for health and safety/compliance for the programme including construction design management, risk management, statutory compliance and all aspects associated with a large scale construction programme.
You will also be leading on procurement for all aspects of a programme covering a number of service areas including, works, consultancy and legal services. Negotiating with contractors to ensure value for money and targets are achieved. As well as ensuring effective mobilisation and delivery of contracts to achieve the identified corporate objectives, e.g. statutory compliance is achieved, legacy commitments delivered, on programme and budget.
Importantly you will be ensuring that services are being delivered in a manner which is responsive to customer needs, putting in place mechanisms for gathering and acting upon customer feedback and insight. Actively supporting service transformation, ensuring digital opportunities and solutions are explored and implemented wherever possible and championing the culture of continuous improvement across the Council, ensuring effective performance monitoring and management arrangements are in place and providing timely intervention as necessary to sustain high standards of performance.
The Successful Applicant
The successful Compliance Manager will have excellent programme/project management skills and commercial awareness, a professional qualification e.g. CIOB, RICS or equivalent, educated to degree level in a related subject or can demonstrate equivalent relevant experience. With proven experience of team management where targets were exceeded and effective, efficient services were delivered.
You will need to have excellent organisational skills to deal with a diverse workload with tight deadlines and to oversee the workload of the team and you will ideally have a NEBOSH or equivalent in a relevant discipline i.e. Fire Safety, Asbestos etc. As well as relevant experience in statutory compliance across all property types including: Gas Safety, Electrical Safety, Fire Safety, Legionella Management and Asbestos Management.
It is important that you can show that you possess commercial acumen, with the ability to identify income streams and cost savings, the ability to coach and mentor to develop staff and provide employees with positive leadership, guidance, direction and motivation that harness the strengths and talents of individuals and promotes achievement of our "one team" culture.
It will also be important to highlight you exposure with Building legislation including Planning, Building regulations, CDM, Health & Safety Legislation and Party Wall Act. And a strong knowledge and demonstrable experience of the relevant EU procurement legislation. And that you have experience of procuring, managing and delivering projects, with a value in excess of £5m, including devolved budgets.
You will also need proven experience of managing compliance in a local government environment as well as development of strategies, policies and procedures in a local government context.
And lastly, an ability and willingness to travel to other locations as required for the role is desirable as well as Commitment to Continued Professional Development (CPD).
