Job Description

  1. To assist in and carry out the investigation and monitoring of cases of alleged breaches of planning control (including protected trees and listed buildings) - whether as lead officer or in support of the Enforcement Officer. These investigations may include clarifying if the allegation constitutes development; reviewing the site history; assessing the extent of permitted development rights; interviewing and taking statements from developers, builders, complainants and others under the Police and Criminal Evidence Act; taking photographs and measurements; comparing measurements or materials on site against submitted drawings and plans.
  2. Contribute to the efficient running of the service as a member of the wider planning enforcement team.
  3. Maintain records of all investigations, including the preparation of formal file notes, ensuring that any evidence is presented in a logical and coherent manner.
  4. Make recommendations as to the appropriate course of action to address any alleged breaches of planning control in consultation with other Enforcement Officers, Planning Officers and Legal Officers. This may include the preparation of formal reports (both expediency and delegated) for approval.
  5. When instructed to do so, to produce written reports and recommendations for retrospective planning applications and certificates of lawful development.
  6. Serve Notices, by hand, where personal service is required.
  7. To organise, maintain and develop systems for the processing of enforcement enquiries.
  8. To assist in good public relations; for example attending public meetings of outside bodies to give talks and communicating the work of the Local Planning Authority.
  9. To contribute ideas and assist in the continual review of enforcement procedures and practices and to take the lead on specific improvement projects in consultation with the Enforcement and Appeals Team Leader.
  10. To keep abreast of new legislation and local, regional and national developments and issues relevant to the work of the Local Planning Authority, especially in regard to Development Management and Enforcement.
  11. To provide guidance and support to Technical Support Officers to the benefit of the Service as a whole.
  12. The Council is committed to the development of new technology in all aspects of planning work. The post holder is expected to participate in this. In particular, after training, the post holder is expected to be able to operate the various existing and proposed computer systems.
  13. To carry out such other duties as may be allocated from time to time by the Enforcement and Appeals Team Leader.
