You will be making life even better for the business community with the addition of new and affordable flexible workspace in the centre of town, giving start-ups the freedom to work remotely in central Stevenage, at a time that suits them.
The borough is also creating calm green spaces in which to unwind and socialise in and around the town and centralising all our local public and community services. You will bring health services, the voluntary sector and a library together with the local council in one place, in addition to refreshed public areas and state-of-the-art leisure facilities. The result will be an accessible, convenient location to meet the public's modern-day needs, right in the heart of Stevenage.
This is an exciting role for a Head of Estates to be the Stevenage Borough Council's principal specialist advisor and lead officer for the management, development and asset management of the Council's non housing property portfolio. You will be responsible for leading, planning, developing and delivering an expert professional service, as well as manage and grow the income generated from our diverse commercial property portfolio including shops, as well as sustaining a flow of receipts from targeted asset disposals.
Drive forward the Council's strategic approach to asset management as a key enabler of change and critical to the success of the Council achieving its strategic aims within the Future Town Future Council programme, as well as overseeing the implementation of the newly adopted the Asset Management Strategy and Action Plan, ensuring its implementation, Council wide, within set timescales and within agreed budgets.
You will work collaboratively with all Assistant Directors to develop an understanding of how Corporate Landlord role works and an awareness of how this introduction contributes to raising the standards of the Council, and to actively promote its implementation.
As a Head of Estate, you will manage and grow the income generated from our diverse commercial property portfolio including shops, as well as sustaining a flow of receipts from targeted asset disposals. To identify new commercial opportunities through initiatives such as the Commercial Property Investment Fund, being responsible for the commercial targets set out in the Council's Medium-Term Financial Strategy.
Work with an exciting team, where you will lead, motivate, develop and manage staff to ensure they achieve their best. You will act as a role model for the team and across the wider organisation and will be responsible for ensuring compliance with all key policies and upholding the Council's values.
The Successful Applicant
To succeed, you will have demonstrable developing and directing a strategic approach to asset management planning and ensuring that the council's assets are managed in accordance with its corporate priorities. Experienced reviewing and challenging the use of operational property assets through the Asset Management Strategy, as you will be responsible for implementing and developing. This will involve developing methodology to carry out Locality Reviews and engaging with the Community. Reviewing opportunities to maximise efficient use of surplus or under-utilised assets.
You will have led the implementation of the council's Asset Management Strategy and challenging the effectiveness, efficiency and financial viability of the estate through continual asset review. Including negotiating with Assistant Directors, Strategic directors and key members on the most beneficial outcome for the estate.
Relationship management is an important part of the Head of Estate role. Provide strong, effective leadership, including championing corporate activities and initiatives that cross service boundaries and implementing effective joined up approaches and solutions to meet the Council's vision and values. You will be approachable and have positive leadership, guidance, direction and motivation that harnesses the strengths and talents of individuals and promotes achievement of Council's "one team" culture.
You must be a fully qualified Chartered Surveyor (RICS) showing extensive evidence of working in an estate management capacity since qualification. MBA or other postgraduate management or property related qualification is desirable but nor essential.
