The regeneration will lead to improvements to existing retail units, as well as introducing a range of new facilities and brands and public areas that will bring back a once vibrant shopping scene adapting to the changes in today's retail environment.
The borough is also creating calm green spaces in which to unwind and socialise in and around the town and centralising all our local public and community services. You will bring health services, the voluntary sector and a library together with the local council in one place, in addition to refreshed public areas and state-of-the-art leisure facilities. The result will be an accessible, convenient location to meet the public's modern-day needs, right in the heart of Stevenage.
This is an exciting role for an Investment Programme Manager to be responsible for the management of a multi-million pound programme of planned/capital works to the council's property assets. You will be responsible for managing a range of property related services focused on maintaining the council's property assets and responsible for a team of property specialists, whilst ensuring programmes aims and objectives are achieved and reflect the wider aims of the council ensuring value for money and customer satisfaction
The role will manage, monitor and report of all aspects of a multi-discipline range of projects within a programme, analysing complex performance information, identifying trends and implementing changes to address any areas of weakness. You will also report and present on programme performance/progress to a range of audiences including members and senior managers, and report to tenant and leaseholders complex, potentially contentious, information relating to improvement works including financial implications.
You will lead on developing, writing and consistently reviewing strategies, procedures and processes in relation to key service areas such as, major/planned works, aids and adaptations, damp and mould, and on interpreting legislation and best practice to ensure these are reflected in policies and working practices
You will also be working alongside procurement for all aspects of a programme covering a number of service areas including, works, consultancy and legal services, and through programme governance manage contracts and effectively negotiate any changes to contract terms and deliverable.
As Investment Programme Manager, you will actively support service transformation and ensure services are delivered in a manner which is responsive to customer needs, putting in place mechanisms for gathering and acting upon customer feedback and insight. You will also champion a culture of continuous improvement across the Council, ensuring effective performance monitoring and management arrangements are in place and providing timely intervention as necessary to sustain high standards of performance
The Successful Applicant
The successful candidate will have excellent programme/project management skills and commercial awareness, and will have proven experience of procuring, managing and delivering projects, with a value in excess of £5m, including devolved budgets. You will have experience in the development of strategies, policies and procedures, ideally in a local government context, and a strong commercial acumen, with the ability to identify income streams and cost savings
You will also have relevant experience within the Property sector, ideally across Planned/Capital programmes, including a strong understanding of Building legislation including Planning, Building regulations, CDM, Health & Safety Legislation and Party Wall Act, and within contract dispute and resolution including various forms of contract
Relationship management is also an important part of the Investment Programme Manager role. Providing strong, effective leadership, including championing corporate activities and initiatives that cross service boundaries and implementing effective joined up approaches and solutions to meet the Council's vision and values. You will be approachable and provide positive leadership, guidance, direction and motivation that harnesses the strengths and talents of individuals and promotes achievement of Council's "one team" culture.
