IT Risk and Control Specialist - Capital Markets - Dublin

Banking & Financial Services

Responsible for ensuring that the European Technology organisation conforms to enterprise policies and meets all enterprise procedures, regulatory, compliance and internal audit requirements.

Required to work closely with both the local and international technology and governance teams to design and implement controls to minimise the risk exposure of the business. They also complete control gap remediation alongside the relevant global teams to ensure the remediation is in alignment with enterprise practices and solutions.

This role includes European support of the Disaster Recovery (DR) programme which forms part of the wider group. A key element is overseeing processes, projects, and tasks designated to facilitate DR and Business Continuity (BC) preparedness globally.

Core IT Risk & Control duties and accountabilities:

  • Provide risk management guidance to Technology teams on IT risks, threats, gaps, controls and regulatory requirements
  • Participate actively in the risk and control processes e.g. risk assessment, control self-assessment, application security review
  • Review existing and proposed technology practices to minimise risk exposure
  • Assist Europe technology (or business if required) in meeting applicable control and regulatory requirements e.g. SOX Control testing, ICAAP submissions, regulatory requests
  • Lead and coordinate control gap remediation efforts and ensure open audit or regulatory items are closed on time
  • Maintain up to date knowledge of local and regional technology related regulations and industry practices and liaise with internal standard setting bodies on upcoming changes
  • Prepare reports to local and/or global management forums as required

Core DR duties and accountabilities:

  • Ensure alignment of all DR Plan (DRP)creation, maintenance and testing with Global regulatory requirements and standards
  • Partner with business managers and technology teams to ensure that DRPs are documented, effective, up to standard, and communicated to relevant stakeholders
  • Coordinate the creation, maintenance, attestation and tests of DRPs relating Globally
  • Support and coordinate DR, and where applicable BC simulations, and tests both internally and at recovery sites to verify that critical elements are recovered within business set timeframes
  • Perform Quality Assurance of DR Tests and Plans based on template


  • Responsible for ensuring Local and Functional Manager is kept current and apprised of all relevant disaster recovery, risk management and control issues
  • Responsible for ensuring a high level of communication and transparency with Local Manager and Functional Manager
  • Responsible for escalating any operational issues to the Local Manager and Functional Manager
  • Responsible for enhancing local reporting that complies to the direction of Global

Knowledge Sharing / Management:

  • Promote the use of knowledge management processes and tools
  • Share / leverage successful products, processes and best practices across Bank Group
  • Drive initiatives to proactively support knowledge sharing within the Technology organisation, business and corporate leadership teams
  • Contribute to continuous improvement by leveraging quality improvement methodologies (Six Sigma, Voice of Customer)
  • Continuously enhance knowledge/expertise and keep current with industry trends and certifications
  • Continuously enhance knowledge of the application, systems and infrastructure components that can contribute to effective service delivery
  • Work with global colleagues to maintain a knowledge base of regulatory requirements and best practices

The Successful Applicant

Banking & Financial Services

  • Relevant experience in Technology Risk Management . Project and Change delivery background would be beneficial
  • Degree in related technical / business areas or equivalent work experience
  • Technical knowledge and sound understanding in one or more areas of IT risk management principles, internal control concepts, information security solutions, or security controls design
  • Technical knowledge and understanding of DR and Continuity management principles and practical implementation (related certifications beneficial)
  • Strong IT literacy with strong Microsoft Word, Visio, PowerPoint and Excel skills
  • Positive attitude, highly motivated and committed attitude to drill down into issues
  • Strong problem solving and analytical skills
  • Strong influencing and negotiation skills
  • Ability to work under pressure with minimum supervision
