Finance

The team is responsible for all aspects of the Organisations finances, including business and financial planning, performance reporting, in-year financial management, financial accounting, management of Parliamentary Supply, and production of the annual accounts. Finance is within Assurance, Finance and Controls Group, a multidisciplinary team that brings together finance, commercial and other corporate functions under the leadership of the Chief Financial Officer.

Within Finance, the Business Partner teams leads engagement with business units across the department. We need to be resourceful, exercise good judgement and have quick reflexes to make sure that senior leaders have the right financial advice at the right time to deliver important and urgent parts of the Government's agenda. The variety and breadth of the issues we deal makes these fascinating and fast-paced roles.

Job Description

Responsibilities:

1) Monthly Forecasting & Reporting Process (including reporting on COVID-19 and EU Exit spend)

· Deliver prompt, and accurate management.

Take a proportionate approach based on materiality, with emphasis on providing insight.

· Quality assure integrity of data used to support robust forecasting, feeding back via FBPs where operational data is inadequate or inaccurate.

· Maintain a strong understanding of the overall financial position of the Cabinet Office and specific business areas. Provide incisive variance explanations of material /sensitive /volatile areas, with clear summaries and interpretation for senior management.

· Gather, maintain and interpret a record of financial Risks and Opportunities for the financial year, reporting these regularly and articulately to senior stakeholders.

· Ensure that FBPs have confidence in the reported actual and forecast position, enabling them to advise senior colleagues e.g. directors.

· Ensuring the consistency of data used for internal financial reporting and reporting to HMT (through OSCAR submissions).

2) Budget Management · Work as part of a team on the Mains and Supplementary Estimate processes. · Oversee the forecasting process, providing trend data to FBPs to inform the annual budget and workforce plans. · Ensure that detailed budgets are accurately profiled, documented and uploaded to agreed timetables. · Overall control of the integrity of budget transfers ensuring they are adequately commissioned, tracked, approved, loaded and control totals are reconciled.

3) Continuous Improvement

· Develop and maintain effective policies to meet corporate and departmental strategic objectives.

· Work on system and reporting improvements, particularly focusing on Business Intelligence tools · Develop strong, collaborative relationships with finance colleagues and business areas; develop consistent and efficient financial processes, implementing continuous improvement.

· Developing and using reporting tools for maximum impact and efficient delivery through collaboration with IT, shared service provider and harnessing relationships across government.

· Oversight of performance, including identifying areas for improvement by using recognised continuous improvement principles

· Share best practice with other government departments to ensure Cabinet Office is working towards customer service excellence.

4) Analytical Services

· Provide insightful data and analysis on areas of spend relating to ministerial priorities.

· Accountable for the prompt response to ad hoc commissions from FBPs such as PQ /FOI data or data trends across the years.

· Manage the delivery of commercial savings calculations where facility is not supported by embedded resource.

· Ensure structural change is supported e.g. hierarchy changes and revised budget delegations
 

The Successful Applicant

Essential:

* Excellent technical skills across a wide range of financial disciplines and a proven ability to apply them effectively

* Excellent communication skills, along with high credibility with senior colleagues and stakeholders

* The ability to analyse and communicate complex financial information in a clear and understandable way

* Strong Excel and data analysis skills combined with an understanding of how this should be applied for the benefit of the organisation.

Desirable:

* Previous experience working across a government department with stakeholders at multiple levels.

* Experience with Google Docs and Sheets, and Google scripting

* Knowledge of government finance and the operation of fiscal events.

* CCAB, or equivalent, qualified (or with considerable financial/ commercial experience and/or the ability to gain formal CCAB qualifications within a reasonable time.

* Either a minimum of two years' post qualification experience or equivalent
