This pledge concerns the physical legacy of the Games - the long-term planning, development, management and maintenance of the Park and its impact on the surrounding area after the London 2012 Games.They are a Mayoral Development Corporation and therefore directly accountable to Londoners through the Mayor of London. They work closely with a number of organisations including the Mayor of London, the Greater London Authority, central government, neighbouring boroughs, residents in local communities, local organisations, businesses and regeneration agencies and national and international sporting, cultural and leisure organisations.

Job Description

Successful applicants for the Senior Planning Development Manager - Public Affairs position will need:

  • To contribute to the implementation of a high-quality local authority planning service which delivers a successful Olympic legacy by facilitating the physical, social, economic, and environmental regeneration East London, with a focus on inclusion and diversity.
  • To proactively evaluate applicants' proposals at the pre-application stage, advising on planning processes, planning policy compliance and the appropriate content of planning applications and other planning submissions.
  • To independently manage, assess, evaluate, and manage planning applications, appeals and enforcement cases, ensuring that these are dealt with in accordance with agreed performance targets including the preparation of high-quality reports either for delegated determination or for consideration by the Planning Decisions Committee.
  • To undertake site visits on planning cases, including the investigation of alleged breaches of planning control.
  • To negotiate scheme amendments and mediate between different planning interests to ensure good planning and policy compliant outcomes and my client's regeneration objectives.
  • To prepare appropriate planning conditions, and to lead negotiations on planning proposals and s.106 legal agreements.
  • To attend and present reports and briefings to the Planning Decisions Committee and to attend other meetings, panels and working groups concerning planning matters.
  • To manage public consultation on planning proposals and applications, including assisting the team by attending events, exhibitions, and public meetings.
  • To attend technical meetings and working groups with statutory and non-statutory agencies to help understanding and to progress the assessment of planning proposals.
  • To facilitate and contribute to joint working with London Boroughs, the GLA and statutory and non-statutory consultees; including working towards transition of planning powers back to the boroughs.
  • To contribute to the preparation and review of local supplementary planning documents as directed by the Head of Planning Policy.
  • To prepare, review, and monitor Development Management procedures and processes as directed by the Head of Development Management.
  • To prepare briefs to, instruct, and manage specialist consultants to support the Development Management function.
  • To prepare evidence and submit statements of case for written representation planning appeals. If required, to appear at hearings, representing the Local Planning Authority.
  • To provide written and verbal advice, including responding to general planning queries from members of the public, and contribute to the efficient and effective operation of the Development Management function by liaising with other team members on a day-to-day basis as required.

How the successful applicant of the Senior Planning Development Manager - Public Affairs position might describe themselves:I manage a varied caseload of complex and major planning applications. I lead on negotiations of scheme amendments and manage different planning interests to ensure good planning and policy compliant outcomes whilst thinking about regeneration objectives. I lead and manage negotiations on s.106 legal agreements including instructing legal advisors.

I manage my own small-scale planning appeals and planning enforcement matters.

I am committed to delivering regeneration in east London and have a strong understanding of the role of Developments and their regeneration objectives.
