Four partner Councils (Cheltenham Borough Council, Forest of Dean, Cotswold and West Oxfordshire District Councils) have created Publica Group Ltd to deliver more efficient and improved services. The Councils will continue to be responsible for the standard of services that are provided as well as setting strategy, policy and making decisions.
Publica is seeking to recruit a Senior Planner to process planning applications, related pre-application advice, general enquiries, appeals and enforcement work. The complexity and nature of the work will reflect the experience, competencies and qualifications of the successful applicant.
Joining us will mean involvement in all aspects of processing a wide variety of planning and similar applications, dealing with applicants, agents and members of the public, within a vibrant, varied and well-motivated team environment.
The purpose of the Senior Town Planner Role is to:
- To deputise for the Development & Enforcement Planning Manager & Major Developments & Appeals Manager (including in respect of the Strategic Housing Site)
- Provide technical expertise, advice and direction to internal and external customers when solving problems or managing risks
Apply a high level of expert knowledge within a technical area of expertise and manage sensitive, open ended and complex case or project based work.
The key responsibilities of the Senior Town Planner will be:
To work in partnership with customers, Consultees and Council Members to ensure applications are in a condition to enable full and proper consideration/determination
To process, consider and negotiate on all applications in a timely manner, including Major and complex applications, reflecting the seniority of the position
To prepare decision notices and where necessary make robust, sound, and high quality recommendations and present reports to Committee meetings
Support, mentor and supervise junior members of the team
Use detailed, technical knowledge within the subject matter to objectively analyse situations and make decisions that meet the needs of all stakeholders with limited guidance and direction
Working in a multi-disciplinary team on technical cases and projects to a highly efficient and effective standard
Be responsible for small projects or input into large projects
Maintain a detailed understanding of appropriate legislation, policy, procedure and guidelines and make informed assessments, advise stakeholders and take action
Ability to interpret and find solutions to ambiguous and partial information
Play an integral role in innovating products and continuously improving services
Act as a lead technical advisor within the relevant service area

The Successful Applicant
The Successful Town Planner will have the following skills and experience:
Hold a degree or Diploma in Town & Country Planning or relevant experience of five years
Knowledge and understanding of the issues affecting Planning
Planning Enforcement experience
Experience of working flexibly as part of a team and collaborating with colleagues and stakeholders
Experience in mentoring junior members of a team
Experience of being involved in continuously improving services and developing products to meet customer need
Ability to remain calm and confident when dealing with challenging customers and environments
Ability to resolve complex issues by negotiation
Deliver commitments and take ownership of own caseload, reshaping of plans to deliver required outcomes
Demonstrate commitment and resilience to succeed
Ability to work independently under pressure and within tight deadlines
Excellent written and verbal communication skills
Competent in using a range of technology and software packages, including Microsoft and Google
