The Procurement Manager will oversee and manage the procurement activities within the not-for-profit sector, ensuring compliance and cost efficiency. This role is based in Kettering and requires expertise in procurement.

Job Description

  • Coordinate compliant tendering processes in line with Public Contracts Regulations and internal governance.
  • Advise on appropriate procurement routes, thresholds, and use of frameworks.
  • Contribute to procurement policy development and support audit and compliance reviews.
  • Manage tendering processes using the e-tendering system, including clarification handling, evaluation reporting, bidder notifications and supplier due diligence
  • Ensure procurement activity is compliant with financial limits and delegated authority levels set out in the organisations' Financial Regulations.
  • Support departments in developing category strategies aligned with the organisation and sustainability objectives.
  • Advise on sourcing options including in-house, outsourcing, and partnership models.
  • Conduct market engagement and options appraisals to inform procurement planning.
  • Review existing procurement systems and contribute to the ongoing improvement to procurement services across the organisation
  • Use procurement and spend data to identify trends and potential improvements.
  • Maintain procurement dashboards and KPIs for internal reporting and assurance.
  • Review high-value non-tendered spend to assess supplier competitiveness and identify opportunities to formalise arrangements.
  • Negotiate contracts to secure favourable terms and improve commercial outcomes.
  • Provide guidance on contract terms and escalate legal or complex issues where appropriate.
  • Apply standard supplier due diligence and contract management procedures to ensure consistency and reduce risk.
  • Provide guidance and training on procurement systems, processes, and templates.
  • Maintain the central contracts register with accurate and timely information.
  • Maintain a forward plan of upcoming contracts renewals and work with the Group Finance Director and relevant budget holders to initiate timely procurement activity
  • Ensure contracts are stored securely and available for audit and reporting purposes.
  • Ensure procurement policies and processes are followed, including notification of awards.
  • Support compliance with regulatory requirements such as GDPR, Modern Slavery, and sustainability reporting
  • Monitor procurement risks and ensure appropriate controls are in place to mitigate financial, legal, and reputational exposure.

The Successful Applicant

A successful Procurement Manager should have:

  • Experience running public sector procurements under the Public Contracts Regulations 2023, including below-threshold processes
  • Experience of contract negotiation and supplier relationship management
  • Understanding of public procurement law and contract terms
  • Experience using financial data to analyse spend
  • Experience managing procurement performance (e.g. dashboards, KPIs)
  • Familiarity with frameworks such as CCS, ESPO or CPC
  • Experience of calling off from government or sector frameworks
  • Experience using procurement or finance systems
