About Us

West Lancashire is a vibrant and great place to work with the right approach to providing excellent customer services.
We own and manage around 5,800 social housing properties and 250 commercial units which include the West Lancashire Investment Centre and a variety of shops/shopping parades and rented other business premises.

To improve our services further, our Housing, Property and Commercial Estates Services are undergoing a review, which will create a new combined service bringing the management of the above properties together in one place. The new service will provide excellent accommodation and landlord services for our social housing and commercial tenants and a range of other property services to the council.

The review has recommended the creation of a new management team with diverse skills, and with increased autonomy to give them the power to improve the services in their areas. This is vital so that we meet the expectations and requirements of our social housing and commercial customers, regulatory bodies and the law.

These roles will form the Housing and Property Services management team and will be responsible for supporting the development of ambitious plans and driving the services forward, reviewing the services, implementing digital change, and delivering a great customer experience.

Most repairs, compliance and investment works are outsourced to a variety of contractors with the main day to day repairs contract being delivered by our main contractor, Wates.

We are currently working with Savills to complete a full stock condition survey and we so far have achieved almost 85% completion. This will lead to the development of long-term asset management strategies and investment plans.

This is an exciting time to join the West Lancashire Council housing team. After a period of change and reviewing the permanent structure the new management team have the opportunity to lead, shape and develop the future of their property services teams across housing repairs, investments, compliance and estates management.

Alan Leicester

Head of Housing Services

Alan is the Head of Housing for the property services and neighbourhoods functions of West Lancashire Council and so will be the direct line manager for the managerial positions. Alan is a complete housing professional with over 30 years’ experience, 20 of which have been at a senior level. During this time, Alan has been instrumental and effective in delivering first class place based housing services through the development of real partnerships. Providing strong leadership, strategic direction, support and guidance to managers in the development and improvement of high quality services.

Jacqui is an experienced leader with extensive public and private sector experience working with cabinet and boards to develop vision and strategy. Jacqui joined West Lancashire Council in 2016 and has been promoted to Chief Operating Officer during her 7 years with the organisation. Jacqui provides an excellent track record in transformation, service delivery, building strong positive partnerships, developing fantastic teams and putting customers and communities at the heart of everything.

Chris Twomey

Corporate Director of Transformation, Housing and Resources

Chris is passionate about improving people's lives through providing first class services and increasing aspiration.  He has been instrumental in improving services over the past 5 years, being promoted during this time to expand his remit and influence. He is keen to support colleagues to grow and reach their potential.  Chris made the transition to local government in 2018 and brings with him vast experience within the affordable housing sector, previously working for 3 high performing housing associations.
