About Our Client

This role is within the public sector and is based in the East Midlands.

Job Description

  • Support the provision of strategic procurement advice to service areas by acting as the lead officer for procurement internally and facilitating the provision of advice from the outsourced procurement service.
  • Ensure compliance and work with the procurement service to ensure the most effective procurement routes are identified and employed.
  • Ensure that the Council's purchasing activities comply with public procurement legislation and other appropriate legislation as well as the Council's Contract Procedure Rules and the Procurement and Strategy Framework.
  • To advise service areas on effective contract management best practice and encourage and help develop the inclusion in tender documents of robust Performance Measures, KPIs and Management Information requirements.
  • Exercise stewardship of the highest order in relation to budgets and other resources in pursuance of the Council's aims and objectives and in accordance with the Council's Standing Orders and Financial Regulations, including the co-ordination, production, management and monitoring of the service's budget and performance.
  • To keep fully up to date on The Procurement Act 2023 and Public Contract Regulations (PCR 2015) translating and applying these rules to Council procurements and communicating them to all staff, stakeholders and suppliers where necessary.



The Successful Applicant

A successful Interim Procurement Lead should have:

  • Strong knowledge of public sector procurement regulations and practices.
  • Proven experience in developing and managing procurement strategies.
  • Excellent negotiation and supplier management skills.
  • Ability to analyse data and generate actionable insights.
  • Effective communication and stakeholder management skills.
  • Attention to detail and a commitment to compliance.
