An opportunity for an experienced interim professional to lead the design of a future service model supporting the creation of a new Town Council. This assignment requires a hands-on specialist who can rapidly assess current arrangements, develop a detailed cost allocation and recharge model, establish governance and contract management frameworks, and deliver a practical, implementable roadmap.

Job Description

  • Assess and map existing service delivery arrangements across multiple functions.
  • Review operational processes, governance structures, budgets and contracts.
  • Identify and document current resource allocation and service provision.
  • Develop a detailed recharge and cost-allocation model with clear financial methodologies.
  • Design future-state operating models for services commissioned by the Town Council.
  • Establish governance, accountability and contract-management frameworks.
  • Review service delivery and contractual arrangements, identifying specialist input requirements where needed.
  • Engage with stakeholders across operational, commercial, financial and governance functions.
  • Produce high-quality reports and recommendations for senior decision-makers.
  • Create an implementation plan to support transition to the future operating model.

The Successful Applicant

  • Significant local government or comparable public sector experience.
  • Proven track record delivering shared services, commissioned services or operating model transformation.
  • Experience with service separation, devolution, reorganisation or organisational change programmes.
  • Strong commercial, operational and financial analysis capability.
  • Advanced spreadsheet and financial modelling skills, including overhead allocation and recharge methodologies.
  • Experience reviewing and interpreting contracts and service agreements.
  • Ability to work independently in complex stakeholder environments.
  • Strong understanding of governance, finance and service delivery frameworks.
  • Excellent stakeholder engagement and influencing skills.
  • Exceptional report writing, presentation and decision-paper preparation experience.
  • Demonstrable success delivering tangible outcomes within short-term interim assignments.
