The role of a programme manager

The programme manager must oversee the delivery of several linked projects, with a view to achieve an overarching objective. Using a combination of technical skills, business expertise and project management, people in these roles are usually tasked with implementing large programmes that will change the way a business operates. A programme manager must be able to assess a business’s needs in relation to technology, suggesting and implementing changes. 

A mid-level leadership role, programme managers head up a team of project managers, alongside other specialists, to deliver a programme on time, within budget and to brief. Contract lengths for programme manager jobs depend on the size of the programme. Larger projects can be full-time, while shorter projects may require a fixed-term contractor. These roles can be found in the private, public and third sector across a wide range of industries including technology, security, education, medical and charity.

Typical tasks of a programme manager 

While the specifics of a programme manager’s role will differ from business to business, there are several tasks which generally apply across the board. Programme managers will plan and design the main programme they are tasked with delivering, monitoring its progress and resolving issues that may arise. 

The programme manager is responsible for the workload of their team and must ensure that all the team’s tasks are met in accordance with the programme’s timeline. They will recruit, hire and train a team in order to deliver said programme. They are responsible for budgeting the programme, monitoring expenditure and delivering within agreed costs.

Where third-party providers are needed, the programme manager must oversee the procurement and management of these services and resources. A senior role, programme managers can expect to hold regular meetings with higher management, reporting on the programme’s progress.

Qualifications required for programme manager jobs

Experience in a programme management, or programme and project management role, is essential. Most employers ask for between five and ten years of experience. Generally, professionals who pursue this line of work have a bachelor’s degree in business, project management or IT. In addition, some roles may require a project management accreditation such as PRINCE2 or Project Management Professional (PMP).

Hard/soft skills needed for programme manager jobs

There are several non-negotiable hard skills required for a programme manager job. These professionals need an extensive knowledge of techniques for delivering, monitoring and controlling programmes. They need solid business case development skills, plus business procurement and budgeting skills. Knowledge of HR practices, strategic planning and IT managed services are also required. 

In terms of soft skills, programme managers need to be natural leaders, with the ability to inspire confidence and motivate others. They need excellent communication and collaborations skills. Given that these roles require the management of several projects at once, programme managers need to be highly organised, with exceptional problem-solving and time management skills. Finally, programme managers should be both creative and analytical thinkers.
