Job Description

The Head of Treasury Operations will lead the Group Treasury Operations function, ensuring optimal liquidity, robust cash management, accurate treasury reporting, and compliance with covenants, policies, and regulatory requirements. The role drives transformation and continuous improvement to enhance financial resilience, service delivery, and internal stakeholder satisfaction.

Key Responsibilities

  • Leadership & Management
    • Lead Treasury Operations, providing direction, coaching, and support to foster a culture of accountability and professional development.
    • Develop and deliver Treasury Operations actions aligned with the Group Financial Plan and Treasury Plan.
    • Represent Treasury in leadership forums and deputise for the Director as required.
  • Strategy & Objectives
    • Lead short-term cashflow forecasting and cash management, providing strategic insights to maintain liquidity and long-term sustainability.
    • Review subsidiary business plans to ensure funding adequacy and optimal cash utilisation.
    • Oversee Treasury's contribution to budgeting and forecasting, ensuring accuracy and timeliness.
    • Manage payment and clearing systems, leading improvements to enhance internal controls and service delivery.
    • Ensure Treasury transactions are accurately reflected in management accounts and statutory reports.
  • Internal Collaboration
    • Work with colleagues across the organisation to integrate Treasury Operations into business planning and reporting.
  • External Collaboration
    • Lead relationships with professional advisors, lenders, and financial institutions, negotiating terms and ensuring value for money.
  • Budgetary Responsibility
    • Accountable for accurate forecasting and delivery of Treasury Operations costs within budget.
  • Compliance
    • Ensure full compliance with funding covenants, accounting standards, regulatory reporting, and internal approvals.
  • Records & Systems
    • Act as data owner for Treasury Management Systems (TMS) and related Finance systems.
    • Lead updates to systems to improve controls and service delivery.
  • Risk Management
    • Lead quarterly risk reviews, maintain risk registers, and implement mitigation strategies.
    • Oversee development and implementation of Treasury policies and procedures, delivering training for consistent application.



The Successful Applicant

Qualifications: AMCT or ACCA (or equivalent)

Experience:

  • Proven track record leading Treasury operations in a busy Treasury or Finance team.
  • Experience delivering new Treasury, Finance, and payment systems.
  • Knowledge of regulatory, policy, and accounting standards.
  • Housing association or similar sector experience desirable.
  • Leadership:Experienced in managing direct and indirect reports, coaching for success, and inspiring teams to deliver strategic objectives.
  • Comfortable working in a matrix environment.
  • Finance & Commercial Skills:
  • Strategic thinker able to horizon-scan, assess risks, and drive operational excellence.
  • Communication & Influencing:
  • Strong stakeholder management, able to build trusted relationships and influence effectively.
  • Organisational Skills:
  • Capable of delivering complex strategic plans and using data-driven decision-making.
  • IT Skills:
  • Proficient in MS Office (advanced Excel), Treasury and Finance systems, and finance management software.
