Interim Commercial Manager to join a dedicated surge team responsible for delivering a high volume of business-critical procurement and sourcing activity. This is a hands-on role requiring an individual who can independently lead complex procurement exercises, manage multiple concurrent projects, and provide expert commercial advice within a regulated public sector environment.

Job Description

  • Lead and manage end-to-end procurement and sourcing activities across multiple projects.
  • Accelerate procurement timelines to support business-critical requirements.
  • Develop procurement strategies, business cases and approvals documentation.
  • Produce tender documentation, manage clarifications, coordinate evaluations and support contract award decisions.
  • Engage with stakeholders to define and refine procurement requirements, ensuring consideration of whole-life costs and operational needs.
  • Provide commercial advice and guidance to stakeholders across business, finance, legal and technical functions.
  • Manage framework call-offs, contract variations and change control processes.
  • Ensure compliance with public procurement legislation, governance requirements and transparency obligations.
  • Publish procurement and contract award notices where required.
  • Support procurement governance processes and present recommendations to senior stakeholders and approval boards.
  • Manage a varied portfolio of procurement projects, often handling 15-20 concurrent procurements.

The Successful Applicant

  • Significant experience in procurement, sourcing or contract management delivering complex commercial solutions.
  • Strong understanding and practical application of:
    • Public Contracts Regulations (PCR) 2015
    • Procurement Act 2023
    • Public sector procurement principles and governance requirements
  • Experience procuring goods and services within a regulated environment.
  • Proven experience leading above-threshold procurements and contracts with values up to £10m.
  • Experience developing procurement strategies, evaluation methodologies and tender documentation.
  • Demonstrable ability to work independently and manage multiple priorities to demanding deadlines.
  • Strong stakeholder engagement and relationship management skills.
  • Experience providing commercial advice and influencing decision-making at all levels.
  • Experience using eSourcing and contract management systems, particularly Atamis / Health Family eCommercial System.
  • Experience with public sector frameworks, including Government Commercial Agency (formerly CCS), NHS SBS, NHS Supply Chain and university purchasing consortia.
  • High levels of accuracy, organisation and attention to detail.



Candidates must have recent experience in at least one of the following areas:

  • Laboratory equipment, scientific instrumentation, reagents, consumables or associated services.
  • Research, consultancy, analysis, insights or professional services.
  • Digital, Data and Technology (DDaT) procurement.



What's on Offer

This is an Interim Commercial Manager role that is running till March 2027 paying £400 per day (Inside IR35). The organisation is North West based but they operate remote so you need to be able to work remotely.
