Job Description

Role Purpose

The Competition Team leads on financial and economic analysis, overseeing the competitiveness of markets across the rail sector and its supply chain. You will be responsible for leading key projects and workstreams to promote and protect competition, ensuring value for money for passengers, freight customers, and taxpayers.

You will provide project leadership, delivering a robust work programme—including market studies, enforcement cases, and competition policy development—while navigating the practical and commercial realities of the railway.

Key Responsibilities

  • Deliver high-impact projects within the team’s work programme, including market studies and enforcement cases under the Competition Act 1998.
  • Work with the Competition Team to take strategic decisions on complex cases, ensuring resources are focused to maximise the ORR’s impact.
  • Influence and build credibility with senior industry figures, concurrent regulators, and the wider competition community.
  • Analyse voluminous and complex evidence to provide clear, actionable advice on regulatory decisions and informal interventions.
  • Understand and navigate the interrelationship between competition law, safety policy, and economic regulation to support wider ORR objectives.
  • Influence colleagues across the ORR to strengthen the organisation’s collective understanding of competition law and policy.

Essential Criteria

1. Technical Skills

  • Demonstrate subject matter expertise in competition law and policy and its interrelationship with economic and other types of sector specific regulation
  • Able to analyse complex and voluminous evidence and materials to present clear advice on effective regulatory decisions.

2. Experience

  • (Lead Criteria) Proven experience playing a key role in complex competition or regulatory projects, including delivering to tight deadlines, working cross functionally and supporting effective decision-making.  Examples include enforcement of competition law, market studies, or sector-specific regulatory projects.
